The EAGLE Office is aligned under the Human Capital Office, Office of Human Resources Strategy, Enterprise Talent Development (ETD). The offices within ETD support various aspects of learning, and development within the Service, including but not limited to: classroom and virtual training delivery; leadership training and development; professional and cross-functional training; HR professional training; career management; knowledge management; and training plans approval and evaluation.
What is the EAGLE Career Broadening Program?
The Career Broadening program establishes a competitive 24 to 36 month developmental assignment that introduces, expands, or broadens an employee's technical or leadership experience. These assignments deploy Career Field Teams (CFTs) in a new workforce community structure made up of subject matter expert employees for the purpose of centralizing career management resources. CFTs will partner and collaborate with Business Operating Division (BOD) leaders/managers and various other stakeholders for the expressed purpose of developing leadership and/or technical experience across eight workforce communities. At this time, assignments are limited to non-bargaining unit (NBU) positions. At the end of each CB developmental assignment employees will be placed non-competitively into a new vacant position for which the employee is qualified.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

To qualify for this position you must meet the qualification requirements outlined below:
You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers; and Experience conducting trend analysis using data analytics to determine operational business unit decisions (e.g., resource allocation, succession planning, or employee career development).In addition to the above, to be eligible for this position in the EAGLE Program, your most recent performance appraisal must be rated 'Fully Successful' or higher.
