The EAGLE Office is aligned under the Human Capital Office, Office of Human Resources Strategy, Enterprise Talent Development (ETD). The offices within ETD support various aspects of learning, and development within the Service, including but not limited to: classroom and virtual training delivery; leadership training and development; professional and cross-functional training; HR professional training; career management; knowledge management; and training plans approval and evaluation.
WHAT IS THE EAGLE CAREER BROADENING PROGRAM? The Career Broadening program establishes a competitive 24 to 36 month developmental assignment that introduces, expands, or broadens an employee's technical or leadership experience. These assignments deploy Career Field Teams (CFTs) in a new workforce community structure made up of subject matter expert employees for the purpose of centralizing career management resources. CFTs will partner and collaborate with Business Unit leaders/managers and various other stakeholders for the expressed purpose of developing leadership and/or technical experience across eight workforce communities. At this time, assignments are limited to non-bargaining unit (NBU) positions. At the end of each CB developmental assignment employees will be placed non-competitively into a new vacant position for which the employee is qualified or returned to a like or similar position previously held.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
What does an Information Technology Career Field Team Administrator do?
Analyzes and evaluates a wide range of complex IRS wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines. Determines effectiveness of the Career Field Management Program relative to enterprise and functional job assignments, career development and progression, functional and mission objectives, and business unit operating structures. Develops and studies statistical, position, and organizational data, as well as technical or specialized operational data, to initiate appropriate career field actions concerning organizations and employees/positions in the assigned career field. Develops and plans milestones for successful implementation of these actions.
Coordinates requirements and procedures with Business Operation Division (BOD)Directors, associate directors and other business unit managers. Establishes work operations and controls to institute complex program concepts and provisions and assure effective administration of the career field.
Plans, organizes, and administers meetings for career management discussions and/or specific panels to review and approve program initiatives, procedures, and related business goals.
Utilizes qualitative and quantitative methods to assess and improve management systems processes.
Advises/counsels managers, supervisors, and employees on the continually changing needs of the functional career management program. Provides advice and guidance on career progression, training, assignments, program objectives, general operational requirements, and career management actions proposed or initiated in support of career program objectives. Coordinates actions with appropriate management officials, supervisors, and employees at all organizational levels as necessary.
Advises senior directors and operating level functional chiefs, governing council(s),and other designated stakeholders on all aspects of career program training and development. Briefs staff activities as required on program progress, proposed revisions, and management considerations.
Proposes new or revised operating procedures, program coverage, and other items for discussion and implementation.
Utilizes human capital data systems to extract and review data to analyze and counsel candidates on career management programs or issues.

SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized for this position includes: Analyzing and evaluating a wide range of service-wide program requirements, objectives, operating methods, and regulatory guidelines to determine effectiveness of assigned programs; Experience analyzing data for programs of strategic importance and developing new approaches and/or improving existing techniques for program delivery; Experience independently assessing the effectiveness of programs and policies to administer programs and improve existing business processes; Experience developing conclusions and recommendations based on analysis, participating in various workgroups, and conducting final presentations to all levels in the organization; Experience using oral and written communications to write and present professional materials for a service-wide audience (i.e., information letters and briefings to publicize a program at all Internal Revenue Service levels).
MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
