Eligibility Requirements:
In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met:
Be a U.S. citizen;
Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years.
Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.
In order to be converted to a term or permanent position you will be required to complete 640 hours of employment.

A combination of education and/or experience may substitute for the specialized experience requirement.

All applicants for this position must possess the following basic requirements:
A. Degree: accounting or auditing; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor." OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester- hour requirement of paragraph A, provided that
(a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;
(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
(c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic eligibility requirements, applicants must have the following specialized experience and/or directly related education or a combination of experience and education:
At the GS-07 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to the following: experience with the application of accounting principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal and regulatory requirements; experience coordinating and analyzing accounting procedures to resolve operational problems; and experience interpreting, analyzing general ledgers and subsidiary accounts; OR
B. One full year of graduate level education in an accredited or pre-accredited college or university in one of the following related fields: business administration, finance or public administration. The education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR
C. Have a combination of specialized experience and graduate-level education as defined above which equals 100%. For example, have six months of specialized experience and year of graduate level education (i.e. 16 quarter hours or 9 semester hours of education. (Note: Applicants who select this response must provide transcripts as verification of their education); OR
D. Have a Bachelor's degree with Superior Academic Achievement. Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements: 1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 2. A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.3. Rank in the upper one-third of your class in the college, university, or major subdivision.4. Membership in a national honor society (other than freshman honor societies) recognized by the association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.
Program Completion and Conversion Requirement
At the successful conclusion of the Pathways Program, interns may be eligible for conversion to a permanent or a term (1-4 years in duration) appointment. Conversion is not guaranteed. To be considered for conversion the following requirements must be met:
Appointment under the Recent Graduates Program may not exceed one year (2 years for certain series such as 1102's). Appointees may be non-competitively converted to the competitive service after successful completion of at least one year of continuous service, in addition to all of the requirements of the Recent Graduates Program.
Work Schedule:
This position allows for a flexible work schedule.Upon conversion, promotion up to the full performance level may be made without further competition. However, promotion(s) will depend on the performance of the incumbent and are not guaranteed.
