Duties

This position is located within the Preparedness and Response Division, Office of Emergency Management, Office of the Secretary, in Washington, DC.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:

1) Manages the Preparedness and Response Division of the Office of Emergency Management in conjunction with the Director. Provides overall supervision and management of division personnel, equipment, programs, operations, schedules and acquisitions to meet the requirements of the Department's preparedness and response programs. Develops and executes financial and budget information and requirements for the program.
2) Serves as the Department's principal liaison and spokesperson on inter- and intra-agency policy bodies for emergency preparedness and response requirements and manages the Department's Emergency Management Council. Supports the Assistant Secretary, Policy, Management and Budget, in performance of the Assistant Secretary's duties as the Department's representative on the White House's Domestic Resilience Group (DRG). Manage the Department's presence and participation with the FEMA National Response Coordination Center (NRCC) during times of significant emergencies, coordinating these functions with other Departments and Agencies.
3) Leads the efforts in developing DOI policy, planning and implementation activities required by presidential policies related to national preparedness and incident management. This includes the formulation of Department-wide policy related to DOI's role in supporting the National Response Framework (NRF) and the Department's support of the National Disaster Recovery Framework (NDRF) as well as Department-wide incorporation of the National Incident Management System (NIMS). Maintains and updates the Department's All-Hazards Baseline Operational Plan, assuring compliance with interagency policies.
4) Provides oversight and guidance for bureau all-hazards programs. Reviews and validates bureau yearly performance submissions as required by GPRA through the Interior Readiness (I-READ) Index to ensure policy compliance and provides recommendations on bureau resource requirements to the Director during annual cross-cutting budget reviews.
5) Oversees the management of the Department's single point ordering system for all-hazard responders including the establishment and maintenance of a Department-wide qualification and certification guide. Manages and conducts department-wide training activities pertinent to the program.
6) Administers the Department's Corrective Action Program (CAP) to capture lessons learned and corrective action recommendations that require inter-Departmental and/or inter-bureau coordination to resolve. Manages the CAP and tracks activities via Improvement Plans through to conclusion.
7) In the absence of the Director, may serve as Acting Director, Office of Emergency Management. During emergencies, serve in key leadership position on Departmental response teams.

This position is a drug testing designated position. The incumbent will be subject to background investigation and must be able to obtain and maintain a Top-Secret clearance with SCI endorsement.

The incumbent is designated as a Mission Critical Emergency Employee and is subject to recall around the clock for emergency management operations or may be required to remain at work during dismissal or closure situations. Mission Critical Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations.

OS/Office of Emergency Management has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Salary Information
GS-15: $148,484 - $176,300 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience:

To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1) Independently managing and evaluating Department-wide and/or organization-wide planning, preparedness, and response activities for disasters and other emergencies such as natural disasters, wildland fire, technological emergencies, oil spills and hazardous materials, etc.;
2) Overseeing emergency preparedness and response planning, design and conduct, to include: collaborating with stakeholders, policy interpretation and development, coordinating readiness activities and training, and presenting briefings to senior management; and,
3) Managing staff, budget and program resources and operations.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
