Duties

Help

The incumbent prepares for and supports the delivery of high quality, efficient services for refugee populations in response to a variety of external impacts such as mass migration events, natural disasters, pandemics and other events, including crisis response coordination for particularly vulnerable refugee populations.

The incumbent collaborates with the multiple components of HHS,(e.g. Assistant Secretary for Emergency Preparedness and Response (ASEPR) and ACF, Office of Human Services Emergency Preparedness and Response (OHSEPR), CDC, CMS as well as other Federal agencies, state and local government, non-profits, and private partners to prepare for and respond to emergency and non-traditional refugee and migration events.

The incumbent will represent ORR and its refugee populations in these collaborations to ensure awareness of ORR's programs and services and how they interact with national, state, and local responses.

The incumbent will also ensure that coordinated responses are planned for, and implemented in, a culturally sensitive manner, reflective of the diverse refugee populations served by the ORR in response to a variety of external impacts on the refugee network, such as mass migration events, natural disasters, pandemics and other events. Examples of other Federal partners include Department of Homeland Security (USCIS, FEMA, CBP, USCG), Department of State, Department of Defense, and others (HUD, Education, Social Security, etc).

The incumbent supports interagency planning, coordination, and emergency response for migration events to assist refugee populations in accessing a range of resettlement and mainstream services that they are eligible for.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:

  • Interagency planning, coordination, and/or response in complex social services contexts, including responses in which refugee and/or immigrant populations were the primary vulnerable population being served.
  • Problem solving in fluid environments and in collaboration with a wide range of governmental and non-governmental stakeholders.
  • Developing best practices and/or delivering training related to interagency planning, emergency preparedness and response activities.
  • Analyzing emergency and steady-state program, policy, and operations, making recommendations for changes based on various types of emergencies or migration event
  • Coordination with Federal and/or state emergency management incident command structures in response to events that affect refugee and/or immigrant populations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
