This is not a 100 percent telework position, nor is it a remote location position. While we are currently allowing maximum flexibilities for telework during the COVID Pandemic, under non-pandemic circumstances employees are required to report to their duty location, at a minimum, twice per biweekly pay period in accordance with the VA OIG's telework policy. Supervisors may require you to report to your duty station more than twice a pay period. The MATHEMATICAL STATISTICIAN , located in the office of Department of Veterans Affairs (VA), Office of Inspector General (OIG) Office of Audits and Evaluations (OAE). OIG is responsible for designing samples and other statistical methods for audits, reviews, and evaluations of VA facilities and programs in response to allegations; interests of the lG, Secretary, or Congress; or as a follow-up to previous reviews. The incumbent provides statistical leadership to OIG staff on projects and initiatives that requires statistical expertise, as well as assisting on study design, data collection, and statistical data analysis and interpretation.
The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Serve as the OIG''s authoritative source in statistical areas with respect to all phases of sample design, data analysis, and statistical interpretation of the results relating to projects under consideration. Evaluate study proposals in terms of appropriateness of study design, outcome measures, data collection and analysis methods, and quality control. Provide analytical leadership to OIG staff on the use of complex statistical techniques. Perform statistical review of OIG reports.
Initiate, design, plan and/or conduct rigorous, complex studies based on upcoming comprehensive healthcare inspections national audits, reviews, and evaluations, Hotlines; controversial or new medical techniques or technologies; and/or other areas of interest of the IG, Secretary, or Congress. Studies highlight the impact upon the veteran population and the level of risk to which, a VA facility may be exposed. Studies typically focus on nationwide practices throughout all VA facilities and are specific to the unique needs and requirements of the veteran population.
Lead the application of analytic techniques and defines study objectives and strategic direction where no clear precedence exists. Determine data requirements for the project, which requires knowledge of the available data sources and the ability to translate the aims of the project into specific data-preparation tasks. Prepare data for the project, which requires merging and integrating data files from different platforms including the VA Corporate Data Warehouse (CDW), constructing and modifying variables appropriate to analyses, and carrying out internal consistency checks. Exercise independent judgment in matters of variable definitions and methods of analysis, interprets, revises, develops and applies applicable policies for specific areas of work, and applies appropriate statistical techniques for data analysis. Apply extensive knowledge and experience to integrate and report statistical data.
Apply standard statistical and/or data management software package(s) to execute sampling and estimation, data processing, data modeling, and technically complicated data analysis with minimal or no supervision. Develop solutions to resolve complex problems where established theories and techniques have not been identified or where procedures are not established or are available.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the minimum basic education and/or work experience requirements for professional Mathematical Statistician series in the Federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit).
A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.; OR
B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Education:
Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.
Evaluation of Experience:
The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education
