As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications (MTQs) below. This position is location in the Office of the Assistant Secretary - Policy, Management and Budget, Office of the Deputy Assistant Secretary for Administrative Services, Office of the Director, Appraisal and Valuation Services Office (AVSO).
At nearly 200 employees, AVSO is also the third largest appraisal organization in the Federal Government, only trailing the Department of Veterans Affairs and the Department of Housing and Urban Development in the number of appraisers on staff. AVSO has offices from Anchorage to Atlanta, Palm Springs to Pennsylvania and scattered all over in between. We are geographically dispersed to provide the best coverage to our clients.
Specific Duties
The incumbent carries out the following specific responsibilities:
1. Serves as the Senior Advisor for Appraisal and Valuation Services Office (AVSO) and is responsible to the Director for performing executive responsibilities and administrative oversight of assigned programs in addition to representing the Director in their absence, manages privileged communications and material that are classified, controlled or sensitive in nature.
2. Directs the prioritization of staff resources to resolve conflicts; facilitates communication between staffs, communicates AVSO's priorities, and advises the Director, Associate Directors, Deputy Directors, Regional Directors, and Regional Leads of opportunities and problems related to Departmental matters of priority to the AVSO.
3. Collaborates with the Director on strategic planning and operational efficiencies for AVSO involving operational performance; initiates cross-functional reviews, committees, and study teams in such areas as strategic planning, workforce planning, and functional reviews; and issues and problems impacting long-term and short-term programs critical to AVSO success.
4. Elicits information, analysis, and other opinions to aid AVSO in the determination of its policies to develop detailed examinations of proposals, recommendations, and reports that require the Director's approval.
5. Formulates, develops, and provides review of policies, procedures, and guidelines pertaining to complex and critical aspects of AVSO to include preparing and/or reviewing AVSO program and policy reports, decision documents, operational plans and policies, directives, correspondence, proposed legislation and regulations, budgetary proposals, issue papers, and similar documents to identify the need for further clarification and analysis, assess impact on AVSO operations, and ensure their consistency with office policy and program positions.
6. Serves as liaison with other offices such as the Deputy Secretary, Deputy Assistant Secretaries, all others within the Office of the Secretary, the Inspector General, and the Government Accountability Office and Chiefs of Staff. Additionally, this individual will be responsible for briefing senior leadership at the highest levels at the headquarter level. Moreover, this individual will act as the alter ego of the Director and will be the Senior level representative at the headquarters level and will be in lockstep with the priorities and objectives of the Director for AVSO and the Deputy Assistant Secretary for Administration.
