This position is located in the Immediate Office, Office of Finance, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the Office of Finance is to provide financial management services to Leadership, Members, Committees, Officers, and Offices of the House. The purpose of the Finance Immediate Office is to administer services related to financial operations, stakeholder and customer engagement, policy and planning, and administrative services in support of the Office of Finance staff and its operations.
Key responsibilities include supporting the Chief Financial Officer (CFO) with day-to-day executive leadership, strategic direction, and overall financial management for the House, Office of Finance; serving as an integral member of the Finance leadership team; and assisting the CFO in supporting the following key operational areas: Accounting; Budget, Planning and Analysis; Finance Immediate Office; Financial Counseling; Members’ Services; and Payroll and Benefits.
The position has day-to-day supervisory/managerial responsibilities.

PRIMARY DUTIES/RESPONSIBILITIES:
• Partners with the CFO in the oversight of financial management operations and reporting for the Office of Finance. Areas include, but are not limited to, overseeing accounting operations in accounts receivable, accounts payable, cash management, and general accounting; budget operations in planning, formulation, justification, and execution of major programs or accounts; and payroll, benefits, and retirement operations for Members and staff.
• Ensures consistent customer service delivery to customers and stakeholders in a consultative and solutions-based environment, through outreach and issue resolution.
• Provides leadership, expert advice, and authoritative guidance regarding the interpretation and application of relevant laws, rules, and regulations.
• Manages various aspects of personnel administration, including employee orientation, recruitment and hiring, resource productivity and utilization, performance management, training and professional development, succession planning, and ongoing employee engagement. Provides thoughtful leadership and reinforces an environment of coaching, teamwork, creative thinking, and support; inspires and helps employees reach their full potential.
• Partners with the CFO in strategy development and execution; drives long- and short-term goal setting and strategic priorities throughout the organization.
• Develops and leads Business Unit-wide performance management and continuous improvement programs to optimize effectiveness, efficiency, and responsiveness.
• Ensures all financial reports and records are prepared and managed in compliance with applicable laws, rules, and regulations.
• Promotes Office of Finance services to House community. Establishes and maintains strong, trusting relationships with key stakeholders, customers, and CAO leadership and business units.
• In conjunction with the CFO, leads policy development and a system of internal controls to ensure House assets and resources are adequately safeguarded and all financial reporting is prepared in compliance with applicable rules and regulations.
• Recommends and implements best practices and policy, procedure, and/or process improvements to enhance the efficiency of operations and financial systems.
• Analyzes and interprets new laws, rules, and regulations to determine the impact on financial practices and program operations.
• Monitors and evaluates data and metrics; communicates progress against targets and key performance indicators.
• Partners with CFO to drive customer service strategy and end-to-end accountability for customer experience across the organization.
• Works with the CFO in providing consultation, training, and briefings on regulations, procedures, and financial management matters to customers and stakeholders. Anticipates future trends and changes; proactively reaches out to customers to communicate changes and their impact.
• Partners with the CFO to oversee coordination with auditors and audit personnel, including responding to inquiries, implementing recommendations, and ensuring compliance with findings.
• Contributes to the development and maintenance of business continuity plans and activities for the Office of Finance. Ensures Business Unit-wide participation in periodic exercises to validate organizational readiness.
• Performs other official duties and special projects as assigned.
