Help

The Management & Program Analyst position serves as an advisor and consultant to top management at the network and VISN offices and facilities serviced. This encompasses both manpower and human resources (HR) management principles, techniques, acceptable practices, as well as statutory, regulatory, and procedural requirements. Maintain uniform organizational design and position structures, determine appropriate FTE baselines based upon agency specific data and ensure resource allocation supports and aligns with mission critical functions and aligns with Manpower requirements.

  • Follows and supports VACO or VHACO Manpower Management Offices established workload-based staffing levels required or in development of staffing models if they do not exist to achieve an organization's required mission, functions, and tasks.
  • Validates the current or new requirements are consistent with Manpower compliance regarding grade, supervisory, and organizational structure standards and guidelines.
  • Collaborate with Classification if workload requirement and PD grading do align.
  • Identifies potential redundancies or gaps in functional requirements and ensures standardization across like functions.
  • Makes applicable recommendations to executive leadership to improve operational efficiencies and planning effectiveness within the VISN program of record and respective facilities.
  • Reviews new FTE requirement requests in the Manpower module of HRSmart and validates workload and organizational structure is adhered to and appropriately documented.
  • Conducts independent analysis to evaluate healthcare system requests for new or altered functions, positions, staffing standards or organizations and makes recommendations to leaderships as requested.
  • Analyzes VA, VHA and network policies and guidelines to determine the overall resource effect on network programs.
  • Provides guidance to all network healthcare systems, and other staff about variances from manpower requirements.
  • Monitors and evaluates consistent implementation of and compliance with related VA/VHA policies and procedures.
  • Develops network policy procedures, and instructions for current and long-range program requirements based on established requirements from VA and VHA Manpower Management Offices.
  • Ensures HRSmart (system of record) is accurately reflective of manpower requirements and MP position related information.
  • Prepares reports for executive leadership with regards to network manpower programs performance and identifies opportunities for improvement or corrective action.
  • Participates and collaborates with VACO and/or VHACO in the development of detailed manpower requirements..
  • Leverages established manpower management principles to ensure compatibility with VA established standards.
  • Partners with relevant stakeholders to evaluate and validate the results of studies for healthcare systems, noting any special circumstances, changes or deviations from established models.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/24/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

  • For a GS-11 position you must have served 52 weeks at the GS-09
  • For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of Specialized experience includes but is not limited to: Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations.
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related This education must have been obtained in an accredited college, or university.
OR, Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of Specialized experience includes but is not limited to: Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e. internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources. Ability to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve effectiveness and efficiency of work operations in a program or support setting. Skill in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administrative program services, guidelines, and procedures, and automating work processes for the conduct of administrative support functions or program operations. Knowledge may be applied analyzing and making recommendations concerning the centralization/decentralization of operations. (to be found qualified this experience must be documented in the body of your resume). There is no Education substitution at the GS-12 level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
