Summary

The Quality Assurance Specialist is responsible for reviewing, auditing, ensuring corrections of erroneous personnel actions, and providing supporting Federal statute, VA policy and OPM guidance to VISN HR staff for corrective actions to erroneous personnel actions in all HR program areas: Recruitment and Placement, Pay Administration, Maintenance of e-OPF, Awards Program, Performance Management, Personnel Suitability and Security, Accountability System and Employee Relations/Labor Relations.

Duties

Help

This is a remote position in support of VISN 1 VA New England Health Care System. Selectee can work remote from home in any area in the United States but will be required to work between 6:30am and 5:00pm EST. Salary will be determined by the closest VA Medical Center to the selectees work location.

  • Reviewing, auditing, and ensuring corrections of erroneous personnel actions in HRSmart.
  • Providing quality assurance of all HR program areas.
  • Providing guidance, assistance, interpretation on special assignments related to all HR program areas.
  • Identifying HR program areas with the need for training, interventions and strategies to improve accuracy with processing and coding personnel actions.
  • Accessing a variety of systems to pull reports for review and analysis of HR programs.
  • Ensuring HR staff are processing accurate personnel actions, accurate corrective actions to erroneous personnel actions and assists HR staff with technical training needs.
  • Providing expert advice related to Federal and VA HR regulatory and legal requirements.
  • Utilizing results from audits to create standardized HR processes for the entire network.
  • Acting as subject matter expert in the operation of HRSmart and related systems.
Work Schedule: Tours available between the hours of 6:30am-5:00pm EST.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

To qualify for this position at the GS-12 level, you must have one (1) year of specialized experience equivalent to the next lower grade (GS-11) in the Federal service that equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: serving as a technical expert on the interpretation and application of federal laws, regulations, Human Resources policies and agency directives to properly process personnel actions; reviewing recruitment, placement and compensation personnel actions for accuracy, making necessary changes and providing guidance to ensure compliance with federal law; determining pay setting and processing of personnel actions for recruitment and placement of Title 5, Hybrid Title 38 and Title 38 employees; providing verbal and written guidance to other Human Resources team members on human resources topics; preparing reports and guidance for management on Human Resources problems and suggested solutions to meet the demands of the service; utilizing analytical methods and techniques to identify and help resolve complex human resources issues and problems.

Preferred Experience: At least three years of HR experience which includes staffing for Title 38 and Title 5; familiarity with HR-Smart; and expertise in multiple HR functional areas such as Staffing, Compensation, Employee Relations, Benefits, HRIS, and Suitability.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and visits to activity work sites. Use of automobile and public conveyances may be required. Work may also require travel to and attendance at meetings away from the worksite. The work area is adequately lighted, heated, and ventilated. The work environment includes everyday low risks or discomforts which require normal safety precautions typical of offices, meeting and training rooms, or commercial vehicles.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service.
