The position is located in the Architect of the Capitol (AOC), Office of Attending Physician (OAP) of the United States Capitol. The incumbent provides health technician and administrative services to Members of Congress, staff, and visitors to the buildings under the jurisdiction of the AOC.
Major Duties
Health Technician Services (40%)
Provides patient/employer liaison duties coordinating patient services while ensuring clinic functions are maintained per directives.
Performs a variety of medical screening tests in support of the Occupational Health Clinic. Screenings include, but not limited to, blood pressure, vital signs, spirometry, vision, audiometric testing, electrocardiogram, height and weight measurements. Determines if referrals are necessary
Conducts and reviews occupational and medical health history and makes any required follow-up appointments. Provides occupational health education for on-the-job safety.
Performs initial and follow-up first aid care to include, but not limited to dressing changes, wound care for cuts, sprains, burns, etc.
Provides initial triage for medical emergencies, refers immediate medical attention cases to the health provider or activates 911 emergency response.
Make referrals of complex cases to other health care providers as necessary.
Expedites and coordinates the conveyance of patients while in the clinic.
Assists health care providers administering lifesaving procedures including cardiopulmonary resuscitation, minor surgery and other emergency first aid procedures to stabilize a patient.
Documents the medical procedures, patient reactions, type of medication administered, etc. by the health care providers.
The incumbent must be fully knowledgeable in the areas of cardiopulmonary resuscitation and other lifesaving emergency procedures.
Medical Equipment Management (30%)
Performs or arranges for the calibration of equipment; stages, operates and maintains instruments and equipment used by the health care providers and makes adjustments when required.
Maintains all testing equipment within required calibration standards. Ensures infection control procedures are followed for a safe working conditions.
Ensures instruments and equipment are in a state of readiness for immediate use, to include equipment is adequately charged and calibrated according to pre-established schedules and informs health care providers of any new or updated instruments and equipment.
Records Management (20%)
Ensures that confidential records and personally identifiable information (PII) are protected in accordance with AOC requirements and Health Insurance Portability and Accountability Act of 1996 (HIPAA).
Maintains accurate, complete and confidential medical records on all patients and ensures proper security archiving requirements of these records.
Maintains health records, medical data, diagnostic test results for review and evaluation by the health care providers. Obtains health and occupational histories. Assists with preparation and maintenance of medical records.
Administrative Coordination (10%)
The incumbent provides administrative support assistance. Evaluates office processes and recommends changes in office policy to management or takes initiative to execute improvements to those processes, ensuring the stability of overall operations.
Serves as the clinic customer service representative, screens visitors and phone calls, answers questions regarding policies and procedures, confirms patient’s information prior to treatment or appointment and informs health care providers in daily work load or conditions.
Creates and maintains various databases and extracts data required for various reports. Inputs data, patient's information and medical care or assessment information into medical records.
Requests work orders for equipment malfunction including computer problems and follows though until issues are resolved. Follows established manufacture guidelines for equipment and software utilization.
Coordinates the storage and disposition of equipment and office supplies.
Orders, maintains and acquires all equipment services, office and medical supplies and equipment to maintain optimal functioning of clinic.
Types a variety of forms, reports or correspondence related to the function of the clinic and assures proper format, spelling, punctuation and grammar.
The incumbent must follow all relevant safety rules, regulations and standard operating procedures. The employee must utilize knowledge of and must comply with all OSHA, FDA and CDC safety rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on-the-job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Uses required Personal Protective Equipment (PPE).

You have one year of graduate education in an applicable subject matter field. OR You have a combination of specialized experience at less than one year and more than one year but less than two of the type of education described above.
