Summary

As a Biomedical Engineer for the VA Sierra Pacific Health Care Network, the incumbent provides professional engineering management to a complex, technically sophisticated, and service oriented Biomedical Engineering Program. The Biomedical Program includes healthcare technology strategic planning, pre-purchase assessment, acquisition support, implementation coordination, equipment management, training, and ongoing maintenance support across the enterprise.

Help

Duties include, but are not limited to:

  • Providing Subject Matter Expertise (SME) and coordination with VISN 21 HTM for direction, configuration, guidance and structure of enterprise medical systems
  • Serving as VISN 21 Manager for development of server-based enterprise functionality, management, and implementation
  • Providing guidance to V21 facilities for implementation standards and connectivity to the EHR
  • Performing System Configuration - initial and sustainment
  • Developing standards to include Policy and SOP at a VISN level with cooperative service lines
  • Functioning as a part of national IPT(s) regarding EHRM and enterprise server architecture initiatives
  • Collaborating extensively with clinical program managers, Network Officers such the CMO, CIO, CAM, CLO, CFO, and others in order to manage technical and administrative aspects of the programs
  • Leading technology assessment of enterprise medical systems and related equipment by working collaboratively with VISN Biomedical Engineers to evaluate market offerings, determine VISN requirements, design system configurations, and develop specifications.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement:(1) Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time .OR,(2) Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item (1) above.
  • Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service.
  • English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English.
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: implementing and/or sustaining an equipment management or biomedical research program that meets The Joint Commission (TJC), National Fire Protection Association (NFPA), or other applicable regulatory requirements; developing material for a continuing education program for clinical or research staff, that address the principles and application of medical technology, and/or biomedical theory used in healthcare; advising staff on emerging medical technology, or research procedures, while keeping abreast of changes in such technology, and utilizing the information to solve biomedical engineering problems; utilizing basic project management principles, as applied to the healthcare setting and medical equipment, and information system implementation.
In addition to meeting the specialized experience, you MUST meet the below KSAs and they MUST be well documented in your resume.
  • Ability to conduct capital asset and infrastructure planning for medical equipment spanning initial concept, installation, and effective implementation of complex medical equipment.
  • Knowledge and capacity to support the most complex and specialized clinical technology including service, system administration, training, and quality assurance.
  • Knowledge of, and the ability to interpret and apply complex codes, regulations, guidelines, and standards associated with the biomedical engineering field.
  • Ability to develop and implement policies that are consistent with organizational objectives.
  • Ability to communicate and work collaboratively with key stakeholders, including technical and professional staff at various levels of the organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary. Occasionally require duties that are physically demanding involving walking, sitting, standing, climbing ladders, crouching, crawling, stooping, reaching, kneeling, lifting at least 25 pounds and some prolonged periods of intense concentration, under adverse conditions.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
