About the Position: Congress created the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) to provide independent and objective oversight of Afghanistan reconstruction projects and activities. This position may be located in the Arlington, VA, or in the Kabul, Afghanistan, office of the Special Inspector General for Afghanistan Reconstruction. A position designated for Arlington, VA, may require short-term travel to Afghanistan. The incumbent is a member of the Audits and Inspections Directorate (A&I), and reports to the Director of Financial Audits. The incumbent identifies, oversees, and reviews financial audits of U.S.-funded contracts, grants, and cooperative agreements for Afghanistan reconstruction that are performed by independent public accounting (IPA) firms contracted by SIGAR. The incumbent ensures that the IPAs' work complies with generally accepted government auditing standards (GAGAS). The incumbent is considered an expert in planning and performing financial audits, and uses that knowledge to review audit plans, work papers, and draft audit reports prepared by the IPAs; meet with the IPAs' audit teams and the auditees to explain audit purpose, establish reporting procedures, and discuss audit findings; and follow the progress of the audit engagement, resolving problems as they arise.
