This position is located in the William J. Hughes Technical Center(ANG-C); Air Traffic Systems T&E Services Division (ANG-E5); Verification & Validation Strategies & Practices Branch, ANG-E5A. The Verification and Validation (V&V) Strategies and Practices Branch maintains, employs, and improves V&V and quality related standards and processes. The Branch conducts independent assessments of test work products and products requiring V&V. The V&V Strategies and Practices Branch identifies, develops and implements V&V methods and storyboard capabilities for the FAA that address enterprise level requirements and holistically support the achievement of NextGen goals.
Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Operates independently accomplishing goals within the guidance of management direction and with tact and diplomacy. In this capacity represents work efforts to all levels of management and executive leadership. In collaboration with management, develops strategies to achieve organizational goals. Develops and recommends innovative solutions to complex challenges across technical , programmatic, process and political barriers.
Applies experience combined with a comprehensive knowledge of V&V principles, theories and concepts, as well as an understanding of new technologies and methodologies to solve complex problems and develop improved technical processes or systems. Directs and guides the Test Standards Board to establish and maintain standards, processes, procedures, and Test & Evaluation (T&E) training requirements for the verification and validation (V&V) of FAA systems and services that are being newly acquired or undergoing major enhancement. Advises and directs the TSB and T&E personnel on V&V/T&E standards. Tracks and reports on T&E projects progress and T&E work products for quality and conformance to standards.
Oversees and manages the review of Test & Evaluation (T&E) and other documents requiring FAA decision support approval and provides technical guidance and support to FAA initiatives. Serves in a leadership position in the Verification and Validation Strategies and Practices Branch by providing V&V support, expertise, methods and tools that facilitate consistent V&V practices and ensure quality V&V standards in the FAA.
Provides leadership and guidance on T&E and FAA systems and services to help establish, publish, implement and maintain high quality standards and processes that address the goals and objectives of verification and validation. These standards and processes will be used by Agency personnel in the conduct of T&E and FAAs systems and services undergoing acquisition or major enhancement. Applicable standards, processes and procedure areas include: estimating test program resource requirements, T&E staff training requirements, test program documentation development including: test requirements, test and evaluation master plans; detailed test plans; test procedures; risk assessments; test configuration management, quick look reports, and final reports.
Assembles and leads teams that develop, evaluate or revise V&V/T&E standards, processes and procedures that include training requirements, test bed and test bed driver certification requirements, configuration management processes, acquisition risk assessments, quality assurance, and V&V progress reviews.
Prepares papers and presentations and represents the Technical Center and FAA in internal, national and international forums dealing with all aspects of T&E/V&V management and execution relating to specific programs and overall generic T&E program execution. Examples of stakeholders for such forums include: FAA managers, ITEA, ATCA, DoD, NASA, and others.
Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
