Title 5 Excepted Service position. This vacancy is RESTRICTED to current on board permanent and indefinite Title 32 technicians and Title 5 employees of the Utah National Guard. The Primary purpose of this position is to serve as an agent of the United States Property and Fiscal Officer who advises, supervise, and performs work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, performance requirements, polices, and practices affecting or reflecting the financial condition an operating results of various actives. This position performs primarily performance audits. Performs full-scope and limited-scope GAGAS- Compliant audits, quick response reviews, consulting and advisory services, management, liaison with external audit organizations, and compliance and follow-up to facilitate improved management, better decision making an oversight, effective and efficient operations, accountability and transparency for resources and results, and mission accomplishments.

SPECIALIZED EXPERIENCE GS-11: Must have 24 months of auditing experiences and competencies that provided knowledge of auditing principles and procedures. Demonstrated competencies to conduct audits in accordance with directives and policies; study and evaluate internal controls to determine the level of system reliability; and determine audit procedures needed to attain audit objectives in view of system reliability. Experiences in obtaining sufficient reliable evidence through inspection, observation, inquiries, and confirmation to provide a reasonable basis for an opinion in regard to the activity under examination. Experiences, to include examinations and tests that used statistical and/or judgmental sampling of financial records and management controls to determine the degree of efficiency, economy, and effectiveness in which the audited activities discharged their financial responsibilities, or to determine that the financial records were maintained in accordance with applicable regulations. Experiences and education that demonstrate his or her ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

SPECIALIZED EXPERIENCE GS-12: Applicant must have 36 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent assessments of the National Guard unit's performance, efficiency, organization, program, activity or function. Experiences and competencies that provided an in-depth knowledge of auditing principles and procedures. Experience in audit preparations, planning, conducting, and reporting with a full-range of competencies in the auditing business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or demonstrated experiences in conducting audits that involved evaluating financial management in terms of economical use of property and personnel. Other audit experiences including adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted accounting principles and standards. Specialized audit program experience must include audit report preparations and oral presentations that involved significant audit findings and discovered conditions with cause and effect factors. Experiences that involved presenting researched recommendations for remedial actions, such as addressing methods for improving the use of funds and the identification of questionable costs. Comprehensive understanding of the principles and concepts of the National Guard audit business program requirements. Experience and training that demonstrated your ability to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures.
