The Director, Capabilities Integration Planning and Innovation, establishes the vision for the future direction of critical and sensitive space enhancements, prototypes and technologies. Supports the integration of NSS weapons systems, other U.S. space systems, commercial capabilities, and international cooperative partnership systems. Influences innovative and commercial opportunities, small business and non-traditional investments and future space technology requirements. Shapes the current and future investment budgets of the Space Force. Specifically:
A. Organizational: The Director of Capability Integration, Planning, & Innovation within the Portfolio Architect organization is focused on delivering enterprise capabilities to the warfighter, building the annual budget for those capabilities, and synergizing the nation's extensive military, intelligence, and civil space capabilities into a joint all-domain framework. Delivers integrated space enterprise architectural solutions and in-space and space-delivered warfighting capabilities, including force enhancement, space logistics, space superiority, and space command and control systems along with their related infrastructure. Integrates budget requirements across the Corps to deliver a unified, prioritized POM and shapes the current and future investment budgets of the Space Force. Establishes the vision and direction for critical and sensitive space enhancements, prototypes, and technologies. Provides oversight of activities to leverage innovative and commercial opportunities, small business, and non-traditional investments to meet future space technology requirements.
B. People/Team: Oversees the Capability Integration, Planning, Innovative Development, and the SSC S5, S8, and S9 staffs responsible for: long-term strategy and roadmaps; capability architectures; mission technical baselines; management of contracted Systems Engineering and Integration teams across the enterprise; evaluation and merging of enterprise requirements; and the integration of materiel warfighting systems from other DoD, government, commercial, and international partners. Leads team to identify, assess, mature, and incorporate innovative technologies, prototypes, or non-traditional solutions into the mission architectures. Position will directly supervise 4 divisions and integrates 1 additional division soft-matrixed from other organizations. The incumbent oversees two geographically separated operating locations (Colorado Springs and Buckley AFB) and is required to interact on a regular basis with the HQ USSF staff, Space Operations Command, and Space Warfighting and Analysis Center staff.
C. Personal/Representational: Represents the Program Executive Officer for Space Integration and the Portfolio Architect in meetings with other agencies, organizations, industry, academia, and the international scientific and engineering community. Provides programmatic advice and guidance to senior Air and Space Forces leaders, intelligence communities, other DoD and civil agencies, Program Executive Officers, program directors, and technical experts on integrated space capabilities that cover force enhancement, space logistics, space superiority, space command and control systems, and space enterprise-level solutions.
There is no educational requirement for this series and grade. However, a degree in science, technology, engineering, math (STEM), or a STEM-related field, is highly desired.

Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR).

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals. Codified in Title 10 USC, the FY2020 National Defense Authorization Act (NDAA) established the United States Space Force (USSF) as an armed force within the Department of the Air Force. The mission of the USSF is to organize, train, and equip to provide for freedom operations in, from, and to the space domain for the United States; to provide independent military options for joint and national leadership; and to enable the lethality and effectiveness of the joint force. The USSF includes both combat and combat-support functions to enable prompt and sustained offensive and defensive space operations and joint operations in all domains.
SALARY: 160,886 - 183,300 per annum (Department of Air Force Tier 1). Additionally, SES members are eligible for bonuses.
