This position is within the FAA, Aviation Safety (AVS), Office of Aerospace Medicine (AAM), Civil Aerospace Medical Institute (CAMI), Aerospace Medical Research Division (AAM-600) in the Bioaeronautical Sciences Research Branch (AAM-610).
Personnel from the Bioaeronautical Sciences Research Branch (AAM-610) perform research activities regarding pilot certification and performance, aircrew health, and other factors important to aerospace safety. They are responsible for managing the activities, products and services for the laboratories, facilities and related assets of two research Sections: the Forensic Science Research Section (AAM-611) and the Biomedical Sciences Research Section (AAM-612). The Forensic Science Research Section includes the Forensic Toxicology and Biochemistry teams while the Biomedical Science Research Section includes the Functional Genomics, Autopsy Program, and Knowledge Management (KM) teams.
Incumbent will serve as the manager of the Bioaeronautical Sciences Research Branch. Supervises and directs professional, scientific, technical, and administrative staff engaged in a program of multidisciplinary scientific activities required for solution of current and anticipated aerospace medical issues. Responsible for conceiving, planning, directing, coordinating, evaluating, and reporting on all programs in the Branch as well as communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary action, as appropriate.
Defines, plans, and organizes assigned budget, staff, and other resources for the Branch to enable personnel to accomplish various Branch programs, which include the following areas: knowledge management; aircrew medical certification and health; analytical and toxicological support of the accident investigation processes by the Forensic Sciences laboratory; and assessment of stressors and other factors (e.g., hypoxia, alcohol, drugs, pathology) on human performance, including the identification of biomarkers to assess and predict these effects.
Establishes and manages programs to support the FAA's regulatory and advisory missions with a focus on the human aspects of bioaeronautical science, which consists of various in-house and extramural projects, each composed of numerous tasks that may involve other agency personnel, academic, industry, military, and government organizations in the U.S. and abroad. Performs critical aspects of the budget planning process, including projecting short-term and long-term needs and justifying resource requirements.
Applies an advanced knowledge of the technical aspects of work directed, including: technical skills to evaluate toxico-pharmacological research; monitor forensic toxicology proficiency-testing and quality assurance/quality control programs; review, interpret, and certify analytical data/case reports; and testify in the courts of law as a certified forensic toxicology expert in FAA cases in litigation.
Provides presentations and lectures at national and international meetings on behalf of the FAA.
Is responsible for the review and/or scientific merit of written and oral presentations by operational and research personnel to ensure that presentation product(s), such as purpose, methods, procedures, analysis of accumulated data, and discussion of the interpretation and significance of the results are valid, correct, and related to aerospace medical missions. Supervises the processes, tabulations, and analysis of research/analytical data.

BASIC REQUIREMENTS:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.
