The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

- Works with local leadership to develop and implement overall objectives, strategies, actions and critical success factors for W&I policies within their directorate.
- Ensures that department plans and accomplishments are consistent with W&I goals, schedules, and policies by establishing business goals and strategies for organizations managed.
- Conducts briefings and prepares comprehensive reports to keep top-level managers and leaders apprised of program plans and progress and to communicate findings and recommendations.
- Prepares memoranda and other written guidelines and recommendations in support of W&I policies and directives.
- Makes recommendations for actions when adjustments or a different course of action is necessary.
- Drafts guidance and direction regarding program management and reporting.
- Participates in meeting with internal staff and representatives from other AM organizations to determine program status and milestones.
- Takes action to correct any identified problem area.
- Manages short and long-range planning activities.
- Establishes business goals and strategies for organizations managed.

- This is a non-bargaining unit position.
- Tour of Duty: Monday- Friday 3:00pm- 11:30 p.m.
- Alternative work schedule, staggered work hours or telework may be available.
- If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management. (Mostly for internal because of the space)

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression in the Federal Service. To be qualifying for this position your experience must include: Experience applying management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience in compliance programs, work functions, and staff hour planning methods and techniques in order to initiate, plan, organize, direct and manage the functions and employees of the operation; Experience with work systems and processes which affect assigned functions and decisions concerning workflow, production, and quality; Experience in budget and fiscal methods used in establishing and maintaining an organization, (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers; AND Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
