Help

The incumbent functions as the Associate Chief Nurse Executive (ACNE) and Clinical Operational Manager within a complex system and is responsible for the supervision, coordination, and effective integration of nursing into the interdisciplinary primary care service line throughout all campuses of the complex healthcare system. The incumbent provides oversight, coordination and leadership in all interdisciplinary components of the service line operating under broadly delegated authority, taking independent action to develop or modify objectives and boundaries of assignment consistent with the mission and scope of services, health care needs, policy, organizational priorities and strategic initiatives. The ACNE provides leadership in the development and implementation of policies, procedures and new programs. Provides input into the strategic planning, budget, mission, operational planning, and policy development for the nursing service and the VA Boston Healthcare System. Duties include, but are not limited to:

  • Provides direct supervision of Nurse and Program Managers across 8 campuses and including 9 primary care practices, 3 integrated programs and promoting nursing excellence through staff development and assure uniform standards of nursing practice throughout the VA BHS. Acts as member of the Nurse Professional Standards Board. Develops and implements education and training programs,
    tools and strategies that represent the distinct contribution of nursing. Mentors others in leadership positions.
  • Provides leadership in determining allocation of resources (financial, human, materiel and/or informational) based on patient care systems that produce high quality outcomes. Designs, modifies, and implements systems compatible with professional standards and with the mission and goals of the organization to improve the cost-effective use of resources.
  • Acts and HR liaison and oversees all aspects of personnel management including such things as: facilitating communication between HR and the service, develop and submit resource requests and manage key processes for resource management, oversee appointments, facilitates new employee orientation, annual proficiencies and other appraisals, and education and training of staff system-wide. Demonstrates a commitment to EEO principles and applies EEO principles in all decisions, such as hiring practices. Ensure that staff performance evaluation is timely and accurate with ongoing monitoring.
  • Developments and implements functional statements and performance standards for staff that promotes each member of the team functioning at the top of their scope. Evaluates and updates functional statements, position descriptions, and competencies for areas of responsibility. Shares expertise within and/or external to the organization by leading interdisciplinary groups such as committees, task forces, projects, formal teaching, publishing, or professional activities.
  • Leads improvement initiatives consistent with service, medical center, network and VHA-national strategic and operational priorities. Develops effective strategies to meet/exceed performance measures within area of responsibility. Develops systems and processes to support staff participation in interdisciplinary work groups. Fosters a climate for practice that enhances job satisfaction through mutual responsibility for productivity and quality improvement.

In some cases, more than one SF-50 may be required to show a higher grade previously held.
This position is in the Excepted Service.

The Professional Standards Board (a peer-review group) will recommend the grade and salary for new appointments based on the candidate's education and experience. For internal selectees being promoted, the board will determine grade and HR will determine step in accordance with policy.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing, Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • Successful nursing practice comprised of complex leadership and administrative components, associated with critical health care issues and activities that influence the organizational mission, health care, and policy.
  • Demonstrate a working knowledge of the organizational structure, mission, vision, philosophy, and goals.
  • Extensive knowledge of the current complexities of the health care industry and expertise in human resources development and personnel management, budgeting, best health care practices, strategic planning, marketing, and an understanding of information technology.
  • Demonstrate advance leadership ability by leading/chairing work-group teams, organization/department, Network, and national committees that work to improve patient care and/or employee working conditions. Exhibits leadership in team building, mentoring, interpersonal relationships, and communication.
  • Demonstrate active leadership on interdisciplinary committees, task forces, or other groups that are designed to improve organizational performance.
  • Leadership in the development, implementation, and review/revision of policies, protocols, procedures, standards of care, and competencies for complex and diverse integrated programs, and evaluates operational outcomes.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.

Physical Requirements: Position is subject to a pre-employment physical and medical examination. This position requires: lifting, carrying; reaching above shoulder; use of fingers; walking (8 hours); standing (8 hours); repeated bending; working alone; protracted or irregular hours of work and occasional emotional strain.
