Serves as the primary point of contact for other division Medical Officers and Legal Instruments Examiners in the review of airmen's applications for medical certification under the special issuance program. Reviews medical certification cases for special issuance, both new and renewals, which are referred by a designated Aviation Medical Examiner (AME). Determines the disposition of requests for special issuance and referred appeals case. This disposition includes granting or denying certification, affirming validity of certificate issued, or requesting additional medical information. Institutes follow- up procedures using criteria approved by the Federal Air Surgeon (FAS) if sufficient medical information is not available to substantiate the issuance or denial.
Applies experience and expert knowledge of the principles, concepts, and theories in public health and their application to broad-based populations screening. He/she adjudicates cases of issuance or denial that have been appealed by airmen. Determines if the records support the previous action taken, if additional information is needed, or what action is required. Provides guidance to regional flight surgeons (RFSs) and center physicians in the determination and certification of airmen's medical qualifications. Instructs RFSs and center physicians in the appropriate certification actions for special cases referred for adjudication.
Collaborates in collecting data from medical records received such as data comparing accident reports with corresponding airmen medical files, data reflecting the quality of AMEs' performance, and other material which is needed for program studies and reports.
Contacts are internal and external to the agency. The physician represents the FAA and the Office of Aviation Medicine as an authoritative contact on health, medicine, medical programs and activities. Participates in consultant group meetings as required and assures that necessary medical information is available. Ensures that administrative requirements of the group are accomplished between meetings. Attends meetings of other governmental and non-governmental medical groups, and other professional and technical bodies, to represent the agency in the exchange or development of information relating to the medical certification programs of the FAA.
Broad policies and objectives provide general guidance for addressing issues, but almost always require the development of new and innovative approaches. The physician often develops new policies, procedures, and approaches, taking into consideration FAA policies, seasoned professional judgment, and government-wide regulations. Collaborates with other division physicians in developing revisions of policies and procedures to improve quality and effectiveness of the medical certification program and to develop recommendations for modifying medical standards prescribed by Federal Aviation Regulations (FARs).
Participates in comprehensive surveys concerning medical systems in the fields of research, standards, certificate validation, aircraft accident investigation, and other programs, which may use the medical records repository for source information.
Establishes and maintains contact with professional medical groups, both civilian and military, and attends meetings of these groups to exchange information on current developments related to aviation medicine.
Shares responsibility for the physical custody and maintenance of the legal and medical confidentiality of approximately three million hard copy, microfilmed, and electronic medical records. These records include various pathological entities of medicine and represent the largest collection of medical data concerning civil airmen.

BASIC REQUIREMENTS:
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link).
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
