As an Area Counsel Attorney for GLS, you will:
Because of its tax-related mission, the Office of Chief Counsel requires fingerprinting, tax verification, and a background security investigation as part of the pre-employment process.
The Office of Associate Chief Counsel, General Legal Services (GLS) employs approximately 65 attorneys nationwide. It is headed by the Associate Chief Counsel, GLS, who oversees National Office branches and six Area Counsel offices. Each Area Counsel office is supervised and directed by an Area Counsel who reports to, and who is supervised by, a Deputy Associate Chief Counsel. Area Counsels supervise the staff that performs the work described below.
Area Counsel offices litigate and arbitrate labor and personnel cases arising in their geographic areas before various administrative fora. They also litigate disciplinary cases referred by the IRS's Office of Professional Responsibility that involve allegations of misconduct by tax practitioners during their representation of taxpayers before the IRS; handle agency grievances arising in their geographic areas; advise and litigate labor and personnel cases of potential nation-wide impact; and provide litigation support in Federal courts to the Department of Justice in a variety of matters, such as EEO, Bivens suits and suits arising under the Federal Tort Claims Act. Area Counsel offices provide legal advice on labor, personnel, discrimination, and general government matters. Area Counsel offices coordinate their work with the Chief, Claims, Labor, and Personnel Law Branch, when warranted.
You must meet the following requirements by the closing date of this announcement:
GS-12: Possess a J.D. and an LL.M. degree in Employment or Labor Law. OR
Possess a J.D. plus one year of general legal attorney experience (after receiving J.D. degree) comparable to the GS-11 level in the Federal service.
GS-13: Possess a J.D. and an LL.M. degree in Employment or Labor Law and a minimum of one year of specialized legal attorney experience (comparable to the GS-12 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation. OR
Possess a J.D. and a minimum of two years of attorney experience - one year of general legal attorney experience plus one year of specialized legal attorney experience (one year comparable to the GS-12 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation.
GS-14: Possess a J.D. and an LL.M. degree in Personnel or Labor Law and a minimum of two years of specialized legal attorney experience (one year comparable to the GS-13 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation. OR
Possess a J.D. and a minimum of three years of attorney experience - one year of general legal attorney experience plus two years of specialized legal attorney experience (one year comparable to the GS-13 level in the Federal service) which involves litigation and complex legal questions relevant to personnel and labor law requiring extensive research, analysis, and evaluation.
Specialized experience for this position at the GS-13 and GS-14 level includes: professional legal experience in labor and personnel law, including assignments involving complex and difficult legal questions requiring extensive research, analysis, and evaluation.
You must have graduated with a J.D. and/or LL.M. from an ABA-accredited law school.
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
