WHAT IS THE COMMUNICATION & LIAISON (C&L)DIVISION?
The Communications & Liaison Division (C&L) works to support the IRS mission through information-sharing activities ranging from internal communications with IRS employees to external outreach and education with taxpayers, the tax professional community, partner groups, social and traditional media as well as Congress and state and local agencies.

The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
Meet with managers and executives within the Service to define the overall goals and objectives of the project.
Prepares action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies.
Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
Establishes systems of review, control, and report on project status.
Plans, coordinates, and establishes operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project.

- Alternative work schedule, staggered work hours or telework may be available.
- If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
- Must be a U.S. Citizen or National.
- Obtain and use a Government-issued charge card for business-related travel.
File a Confidential Financial Disclosure Report within 30 days of selection and annually from then on.
- Must successfully complete a background investigation, including an FBI criminal history record check (fingerprint check).
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
- Provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Undergo an income tax verification.
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: To be eligible for this position, you must have at least one year of specialized experience equivalent to GS-11 level in the Federal Government. To be qualifying, your experience must be sufficient to demonstrate accomplishment of project assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations. You must also demonstrate experience with a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations and communicate effectively both orally and in writing.
MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
