The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director of the United States Patent and Trademark Office (USPTO) on the application of information technology (IT) to support and improve the Agency’s business processes. The CIO directs the development, implementation, maintenance, enhancement, and operation of the USPTO automated information systems and the development of supporting strategic and operational plans.
The Office of Application Engineering and Development (OAED) is responsible for the full life-cycle management of the USPTO’s automated information systems. This responsibility is guided by the agency’s strategic IT plans and supporting technical architecture.
The User Experience Branch (UXB) is a part of the OAED. The mission of the UXB is to ensure that USPTO Websites and Applications are designed and built with the direct end-user in mind at all times, and are highly usable, useful, desirable and accessible.
This position performs IT Specialist assignments associated with internet systems, services and technologies with special focus on visual design in the UXB.
As the IT Specialist (INET) you will be responsible for the following:
Collaborating with the rest of the user experience group to expand, evolve and update techniques, work products and deliverables to reflect latest trends and best practices.
Assuring website and application quality and functionality with respect to usability requirements.
Consulting with user experience leads, visual designers, and customers to gather and evaluate functional requirements and translates these requirements into technical and visual design solutions.
Assisting with the implementation of new design products, technologies and design methodologies.
Assisting with developing visual design standards and practices. Maintains a consistent look and feel throughout all web properties and applications.
Keeping current with emerging web and design technologies through relevant blogs, listservs, and events.
The physical worksite for this position is located in ALEXANDRIA,VA. However, the United States Patent and Trademark Office (USPTO) is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position’s telework schedule will likely change in the future when USPTO moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit’s telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement.
You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Specialized Experience: is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Possess a Ph.D or equivalent graduate degree, LL.B. or J.D., or 3 full years of progressively higher level graduate education leading to such a degree.
Possess one year of specialized experience equivalent to the GS-09 grade in the Federal service.
Possess a combination of education and specialized experience to equal 100% of the qualification requirement.
Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies:
1) Attention to Detail-Works alongside supervisor to receive clarification of instructions when performing work.
2) Customer Service-Responds to business partner or customer needs (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the government) under supervisors guidance.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
