This is a career ladder position. The incumbent may be hired at the GS-09, GS-11 or GS-12 grade level and will receive in-depth training and will perform work assignments that are developmental in nature and with closer supervisory oversight until the incumbent obtains the necessary competencies to perform at the full performance level, GS-12.
Some duties at the GS-12 grade level are:

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized Experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
For GS-09:
One (1) year of specialized experience equivalent to at least the GS-7 level in the Federal Service is required.
Examples of creditable experience for the GS-09 grade level are:
OR, possess a master's or equivalent graduate degree;
OR, possess 2 full years of progressively higher level graduate education leading to such a degree;
OR, possess an LL.B. or JD., if related;
OR, possess equivalent combinations of education and experience.
For GS-11:
One (1) year of specialized experience equivalent to at least the GS-9 level in the Federal Service is required.
Examples of creditable experience for the GS-11 grade level are:
OR, possess a Ph.D. or equivalent doctoral degree;
