Serves as the Senior Technical Analyst to the Operations Support Group Manager.
Incumbent serves as a program lead in assigned areas of responsibility to provide expertise on technical matters, programs, and procedures relating to the National Airspace Systems. Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Acts as principal technical specialist or as a project manager or team leader for large work activities.
Incumbent analyzes proposed changes to the National Airspace Systems (NAS) to determine impact and provide suggestions to improve the quality of services and correct deficiencies using experience and comprehensive technical knowledge of the NAS. Applies in-depth technical knowledge of the NAS in order to design, develop, modify, or evaluate major systems or programs
Advises the Operations Support Management Team on a variety of program management issues that are sensitive or have significant impact on the Service Area. Conducts studies and participates on national and Service Area projects in making policy or procedural changes which have operational impact on the Operations Support Group’s mission. Based on knowledge of personnel practices and organizational functions, provides professional support and counsel to the Group Manager on matters related to the efficient and effective management of the Service Center.
Leads, manages, and coordinates assigned programs related to Terminal and Enroute airspace, procedures, and special events.
Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact the accomplishment of strategic objectives.
Develops and provides high level presentations sufficient to defend, clarify, and justify recommendations to internal and external stakeholders.
Performs statistical and trend analysis. Conducts research, evaluations and studies. Performs airspace and procedures analysis using comprehensive knowledge of the FAA air traffic control processes.
Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.
Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Communicates results to all levels internally (within an LOB/SO or across LOBs/SOs) and externally. Presents briefings to obtain consensus/approval on policies and provides recommendations and advice to the Group Manager. Coordinates significant technical matters with representatives of external organizations. Significantly improves public relations by serving as an ambassador to both internal and external customers and stakeholders.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.
Work is reviewed typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions, L0Bs/S0s, and may impact on the objectives of the FAA.
To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower level of FV-I/Level IV or the equivalent FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. The specialized experience includes: Experience and knowledge of organizational development to include NAS Operations, integration of products and resources and experience in leading and mentoring.
