Serves as an Attorney-Adviser providing advice and counsel regarding aircraft registration and other areas of law to management officials and stakeholders.
Performs basic but progressively more difficult developmental assignments. Assignments enhance the attorney’s knowledge and relieves higher level attorneys of routine, detailed work. Work supports other attorneys and contributes to the successful accomplishment of the mission of counsel’s office.
Drafts regulations, prepares legal opinions, interpretations, and replies to public and agency inquiries relating to legal issues including the FAA's Aircraft Registration and Recordation Program under Federal Aviation Regulations (FAR). Collaborating with supervisor, coordinates with foreign aircraft registries, local, state, and federal law enforcement officials and U.S. Attorneys to address irregularities and fraud in the registration and deregistration of aircraft. Coordinates and collaborates with LEAP (Law Enforcement Assistance Program), LEAU (Law Enforcement Assistance Unit), Special Emphasis Investigations (SEIT), the DOT Office of Inspector General (OIG), and the U.S. General Accountability Office on issues including unlawful use of aviation platforms.
Conducts thorough legal research appropriately identifying and analyzing relevant legal and factual issues and arguments. Assesses legal strengths and weaknesses of novel and available arguments. Identifies and learns emerging issues, principles, and practices relevant to the legal practice areas.
Produces communications that are well-organized, clear, and persuasive. Provides advice tailored to the client and agency requirements. Adjusts communications to meet the audience expectations and level of understanding. Demonstrates interpersonal skills needed to develop and maintain strong and effective client relationships.
