Performs routine, though varying assignments in an advanced developmental capacity. Assignments include those associated with acquiring and applying legal expertise to less complex assignments or assisting higher level attorneys on broader assignments. Receives guidance from a manager or higher level attorney on complex situations for which there are no clear precedents. Routine work is performed independently and subject only to general review. Applies relevant experience and professional legal knowledge to individual assignments.
Drafts regulations, prepares legal opinions, interpretations, and replies to public and agency inquiries relating to the FAA's Aircraft Registration and Recordation Program under Federal Aviation Regulations (FAR), Parts 47 and 49. Coordinates with foreign aircraft registries, local, state, and federal law enforcement officials and U.S. Attorneys to address irregularities and fraud in the registration and deregistration of private and commercial aircraft. Participates as a member of the Aircraft Working Group (AWG). Coordinates and collaborates with LEAP (Law Enforcement Assistance Program), LEAU (Law Enforcement Assistance Unit), Special Emphasis Investigations (SEIT), and the DOT Office of Inspector General (OIG), as well as the U.S. General Accountability Office (GAO) with respect to aircraft fraud and wrongful use of aviation platforms.
Reviews and analyzes routine issues to ensure compliance with existing laws, statutes, regulations, and agency policies. Coordinates with foreign aircraft registries, local, state, and federal law enforcement officials and U.S. Attorneys to address irregularities and fraud in the registration and de-registration of private and commercial aircraft.
Serves as the FAA representative at hearings before all administrative tribunals and at informal pre-hearings or other conferences and depositions in the area(s) of expertise. Prepares pleadings for all phases of litigation, including appeals, as appropriate. When authority is delegated by the United States Attorney, acts as counsel for the government in cases in U.S. District Courts and U.S. Courts of Appeal. As appropriate, develops FAA wide policies, procedures, standards, and guidelines for handling legal and administrative matters.
Independently plans use of time and resources to accomplish complex objectives. Completes work within established schedules and deadlines, including established priorities. Analyzes program requirements and accomplishments, and recommends adjustments needed to address program needs. Recommends schedules and allocations of resources to managers. Independently allocates resources to complete limited assignments within established schedules. Attorney possesses considerable latitude to select an optimum approach or recommend a new approach to a problem or issue.

Contacts are with other attorneys, agency managers, aviation industry representatives, and officials of courts.
