The incumbent serves as program manager for major training projects relevant to AVS designees, and employees. Works directly with subject matter experts and management teams across multiple policy and field offices and industry representatives to develop required training on a variety of policy, procedural and technical matters. Performs project management responsibilities including developing requirements preparing project plans, and coordinating contract support. Responsible for applying adult learning principles in planning and directing all phases of the Instructional Systems Design process for the branch, including needs analysis, course/program design and development, selection of instructional media and methods, and formative and summative evaluations.
Serves as the principle specialist to develop new and innovative approaches to training with a focus on web-based training. Assesses the strengths and weaknesses of various delivery methods for Performance-based training/learning, as classroom, web-based, simulation, and Interactive Video Teletraining (IVT). Assesses the procedures methods, and results of job task analyses and their utility for the development of instructional packages.
Serves as project manager for major course revision efforts and new course development, to include scheduling and conducting planning meetings, tracking project assignments and completion, scheduling and conducting technical reviews, maintaining and revising project schedules, and providing progress reports and briefings to management.
Manages the development and maintenance of course descriptions, outlines, lesson plans, test banks instructor guides, and student materials. Manages the post-test course evaluation system, the student feedback/course critique system, the interface between the automated designee training registration system (DRS) and the web-based training delivery platform.
Conducts periodic review and evaluation of training courses to ensure they are effective.
Prepares changes to internal branch policy and procedures to ensure effective, efficient training development and management, and to meet the branch goals. Provides guidance to less experienced staff and contractor personnel. Assesses contractor performance and provides recommendations to branch manager and contract oversight personnel. Assists with training budget planning and responding to student inquiries.
Maintains close working relationships with other FAA training offices, AVS management teams, the FAA Academy and Branch staff to ensure training needs and requirements are addressed efficiently and with the most effective instructional technologies and methods.
