The Supervisory Biomedical Engineer (Section Chief) has full responsibility for all aspects of a complex Biomedical Engineering program. The Biomedical Engineer (Section Chief) is a key advisor to the Chief Engineer and shares with other Executive Management Staff members', responsibility for total Medical Center planning, programming, and budgeting with respect to biomedical engineering.

Primary Functions
Managing the medical equipment management program. Ensuring that medical equipment is safe for patients and staff, reliable in its results, and experiences minimal downtime.
Performing as a working Biomedical Engineer and having full administrative and professional oversight and supervision of the Biomedical Engineering Section. Supervising (5) GS-11 Biomedical Equipment Support Specialists, (2) GS-12 Biomedical Equipment Support Specialists, (1) GS-12 Supervisory Biomedical Equipment Support Specialist, and (1) GS-12 General Biomedical Engineer. Providing the associated supervisory functions such as recruiting, orientation, duty assignments, and performance management
Administrative Purpose
Responsible for the maintenance of and accountability/documentation of all intermittent maintenance repairs, preventative maintenance, and contract completion records. Ensuring this comprehensive medical equipment inventory in compliance with all Joint Commission, OIG, CAP, NFPA, etc., Medical Equipment Management Program standards, directives and requirements.
Developing the work performance specifications for a variety of service contractors. Using subordinates as appropriate, the incumbent is responsible to monitor the work of service contractors.
Manages the technical response to equipment-related incidents that occur. This includes immediate documentation, chain of custody, staff interviews, communications with medical staff, management, and Regional Counsel. Occasionally, such an incident is of the magnitude to necessitate national Alerts on the subject, and the incumbent and other biomedical engineering staff participate in drafting these Alerts.
Trains technical and clinical staff on specific subjects.
Functions as a contracting officer representative and keeps appropriate certification levels.
Information Technology and Infrastructure
Developing and implementing physiological monitoring, automation in clinical laboratories, patient resuscitation, computer applications in biomedicine and medical information systems, patient security and alarm systems, etc.
Establishing controls and procedures and monitoring implementation to assure that all electronic devices and systems, and computers related to patient care equipment are utilized efficiently and safely. Observing and critiquing the use of these devices. Evaluating the patient safety features of electrical equipment and oversees the patient electrical safety program for the medical center.
Ensuring that HIPAA and network security issues are managed effectively for medical systems. This includes very substantial pre-purchase planning in coordination with the IT department and an equally large commitment of resources for installation of these networked systems. Documentation of such systems including details such as backup, disaster recovery, security, etc. is also difficult in scope but critical to management of the networked systems.
Memberships
Participating as a member of the VISN 5 Biomedical Engineering Committee. At the medical center, the incumbent actively participates with the Reusable Medical Equipment (RME) committee, the Environment of Care (EOC) committee, Commodities, Pre-Procurement and Equipment Committees.
Managing medical equipment recall and hazard alert programs.
Work Schedule: Monday through Friday, 8:00 AM - 4:30 PM
