WHAT DOES AN ECONOMIST DO? As an Economist you will be responsible for initiating, formulating, planning, executing, and controlling various statistical studies. In this position, you will serve as a primary contact on all important aspects of Statistics of Income studies. This role includes participating in division-wide cross-functional initiatives intended to improve SOI operations, undertaking analytical and research assignments to include authoring articles for SOI publications and participating in economic and statistical conferences.

You must meet the following requirements by the closing date of this announcement.
BASIC REQUIREMENTS: (All grade levels) You must have a Bachelor's or higher degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. Combination of education and experience- Courses equivalent to a major in economics as shown above, plus appropriate experience or additional education. Examples of qualifying experience include (this list is not all inclusive): a. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusion and report preparation; b. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or c. Teaching assignments in a college or university that included both class instruction in economics subjects and include one of the following: (1) personal research that produced evidence of results; (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in economics
GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Basic professional knowledge of methods and principles of economics research, study design and administration processes; Knowledge of current research procedures and master basic techniques; Knowledge of methods to develop, analyze, and present statistical information; Knowledge of the types of economic and statistical programs conducted in other Federal agencies and their usefulness in evaluating or completing research projects; Knowledge of the economic significance of the information reported on the tax returns, present and prior tax laws; Skill in oral communications and descriptive report writing; Knowledge of user oriented computer programming languages and statistical software packages; OR 1 year of graduate level education at an accredited college or university in economics; OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies; OR a combination of experience and education. GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Intermediate knowledge of economic concepts, statistical principles and practices; Basic knowledge of the fundamentals of the Federal tax system, including basic tax law principles; Knowledge of databases, spreadsheets, statistical software packages, and other computer programs; Knowledge of current research procedures and techniques; Technical writing skills used to develop specifications for less complex components of SOI information systems; and skill in oral communications, descriptive report writing; skill in developing, analyzing, and presenting statistical information; Ability to learn the functions performed in the completion of statistical projects and apply formal and informal training to specific portions of SOI statistical studies; OR Master's or equivalent graduate degree in economics; OR 2 full academic years of progressively higher level graduate education leading to a master's or equivalent graduate degree in economics; OR A combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Advanced knowledge of economic concepts and their application; Knowledge of the structure, objectives, and philosophy of the SOI programs; Knowledge of the Internal Revenue Code provisions and associated regulations applicable to assigned statistical studies; Knowledge pertaining to the sources and applications of governmental and non-governmental data used to evaluate or supplement SOI statistical data; Intermediate knowledge of databases, spreadsheets, statistical software packages, and other computer programs and their application to statistical processing and economic research; Knowledge of IRS standards and procedures regarding confidentiality of tax return data with specific emphasis on the presentation of statistical data and the dissemination of micro-data to external users. Your experience must include technical writing skills used to develop specifications for components of SOI information systems and statistical tables; Skill in oral communications, descriptive report writing, and effectively dealing with others.
