The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country. This position, in the Planning & Finance Division, is responsible for performing functions in connection with the formulation, planning, and execution of the Office’s budget, with a particular focus on major non-labor programs and the procurement process.
As a Budget Analyst, you will:
Prepare, review, edit, and consolidate annual and multiyear budget estimates for assigned organizations and Office-wide programs into consolidated budget projections and requests;
Validate accuracy and adequacy of budget estimates and requests through analysis of source documents, financial system data, historical data and trends, and qualitative approaches coordinated with legal division contacts;
Prepare narrative and statistical data in support of projected funding needs and requests in effective and appropriate formats.
Monitor spending for assigned organizations and Office-wide programs and recommend adjustments as necessary;
Prepare internal management reports, such as workload, personnel statistics, and other types of administrative and management reports, which have financial management implications; and
Serve as an independent liaison on assigned projects to legal divisions, Procurement, CFO, and others, supporting and recommending courses of action.

CONDITIONS OF EMPLOYMENT:
You must meet the following requirements by the closing date of this announcement:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Performing complex financial analyses; projecting financial need and evaluating budget requests; providing analytical expertise in conducting studies of processes and programs; implementing new processes or programs and establishing guidelines or procedures that impact them; serving as liaison and subject-matter expert with technical divisions; experience with procurement and contracting processes; experience with the federal budgeting and strategic planning process; experience with financial systems; interpreting guidance related to financial and management topics to ensure compliance
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
