The Biomedical Engineering Program includes medical technology assessment, strategic planning, acquisition support, implementation, coordination, equipment management, and ongoing maintenance support. The incumbent supports the medical center mission and Biomedical Engineering Service within Biomedical Engineering Service goals while operating in accordance with medical center policies, Clinical Department policies, and standards of professional service. The position functions as a professional consultant and advisor on healthcare technology matters to VAMC unit managers and line staff and consults with and provides guidance to technical staff in the Biomedical Engineering Service. The Biomedical Engineer works in conjunction with the Biomedical Engineering Service Chief and the VISN office on matters pertaining to Biomedical Engineering program operations and effective delivery of services.
Major Duties:
-Exercises authority to oversee the overall planning, direction, and timely execution of assigned Biomedical Engineering Program activities.
-Is recognized as a technical expert and advisor on Biomedical Engineering issues and aids in the Biomedical engineering support provided by Biomedical Engineering staff at the medical center.
-Advises the Section Chief of Biomedical Engineering and management staff in the areas of high-cost and high-volume medical technology, a wide array of general clinical technology, as well as certain medical-related technology issues.
-Participates in technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine medical center requirements, design system configurations, and develop specifications.
-Works collaboratively with the Contracting staff to procure medical equipment that best meets clinical needs while containing resources.
-Coordinates implementation of medical technology including assessing installation and site preparation requirements, managing project timelines, monitoring installation, and facilitating training of equipment operators and maintainers.
-Facilitates service support of medical equipment, identifying opportunities and recommending actions to improve service delivery and cost containment.
-Has responsibility for the network connectivity of highly complex medical systems and modalities including picture archiving and communication systems (PACS), clinical information systems/anesthesiology recording keeping (CIS/ARK), cardiology management systems (MUSE/MARS), imaging modalities, laboratory equipment, and other patient information systems.
-Duties involve the application of scientific discipline and biomedical engineering principles to complex computer-based systems that require research, design, development, interface, implementation, and maintenance.
-Assures that medical device recalls, and hazard alerts are managed and acted upon as appropriate and that equipment related safety enhancements are implemented in the RVAMC.
-Site preparation for medical equipment, station level projects, non-recurring maintenance projects, and minor construction project designs. Infrastructure planning support often involves very detailed planning activities.
-Participation in medical technology management and equipment procurement processes include "right-sizing" equipment functionality, actively participating in the development of technical specifications, evaluating technical proposals, and contributing to price negotiations.
-Performs other related duties as assigned.
