Title 32 CAT 1- All on board Federal Employees/Technicians within the ALANG (T32 and T5, Permanent and Excepted Indefinite)
(1) Independently evaluates the effectiveness of group programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify mission strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization.
(2) Evaluates and analyzes group organization mission effectiveness and wartime readiness posture through process, managerial, personnel, technical and special evaluations. Provides organization management with factual, objective assessments of all assigned units ability to perform their mission. Monitors all group standardization/evaluation type programs ensuring adherence to all requirements defined in USAF, ANG, and other applicable directives. Responsible for ensuring military duty position standards are current and used. Identifies "best practices" and provides cross-feeds to all assigned units to improve unit effectiveness and readiness. Identifies process, system, and training deficiencies and recommends corrective actions for each.
(3) Gathers information from available sources, through electronic and manual research, independent studies, surveys, and interviews to formulate policies, procedures, and strategies throughout the group headquarters and assigned units. Provides sound advice to commanders, managers, supervisors, and employees on basic program policies, regulatory requirements and procedures. Determines compliance with applicable public law, instructions, regulations, procedures and practices and makes recommendations to correct deficiencies. Identifies benchmarks and develops process improvements for implementation throughout the group headquarters and assigned units.
(4) Conducts, analyzes, interprets and documents scheduled and special evaluations, both broad and narrow scope, during training exercises and deployments, or as directed by higher authority on specific managerial, processes, or technical subjects to provide management with an accurate assessment of organizational practices and procedures.
(5) Develops process, management, and administrative evaluation plans. Establishes internal metrics for reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.
(6) Utilizes comprehensive knowledge of implemented programs and their interrelationships to apply statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization. Performs cost-benefit and task analysis to seek more efficient and effective means and methods to achieve desired results.
(7) Provides management officials with information needed for effective direction of programs to include reports identifying limiting factors, management weaknesses, and availability of operable mission equipment. Advises employees, supervisors, and managers on the evaluation of basic program policies, regulatory requirements and procedures. If no output quantity or quality criterion exists, recommends establishment of these requirements. Develops baseline for use in measuring and analyzing organizational productivity or effectiveness.
(8) Recommends group wide reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed.
(9) Performs and manages special projects and initiatives and performs special assignments as directed by Group Commander.
(10) Oversee the Group personnel, training, and information resource management functions and serves as the full time Group A1. Interacts with host wing Military Personnel Flight (MPF), Office of the Adjutant General, State Joint Forces Headquarters, State Human Resources Office, National Guard Bureau (NGB), Major Command (MAJCOM) and Numbered Air Forces (NAFs) when required to correct or eliminate problems. Ensures subordinates are aware of policies, procedures and practices of management as they relate to the work of the unit. If delegated, is responsible for leave, time and attendance and performance appraisals. Provides recommendations concerning the selection of qualified individuals when vacancies occur. Ensures that work is accomplished as mission requires.
(11) Plans and schedules training activities for Drill Status Guard (DSG) members and assigned Full Time Unit Support (FTUS) personnel. Responsible for the availability of lesson plans, facilities, and training aids for ancillary, duty position, and on-the-job training. Monitors the training status of personnel and ensure that supplemental and/or remedial training is accomplished. Responsible for mobilization readiness of section personnel and equipment.
(12) Performs other duties as assigned.
MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
KNOWLEDGE REQUIRED BY THE POSITION:
--Expert knowledge of IT and communications system architecture, integration techniques, system analysis, and testing methods.
--Knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements.
--Knowledge of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT polices and plans.
--Knowledge of organizational acquisition requirements, budgetary techniques, and financial status sufficient to identify needs and recommend adjustment of IT funding priorities.
--Knowledge of management requirements sufficient to render recommendations on development of new software versus purchase of off-the-shelf programs.
--Knowledge of systems architecture, integration techniques, and testing methods sufficient to conduct feasibility studies.

--Knowledge of a wide range of communications concepts, principles, and practices. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting procedures and legal requirements.
--Knowledge of DoD and Air Force communications regulations, services, and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions.
--Knowledge of operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use.
--Knowledge of commonly used practices, guides, and a broad range of operating techniques concerning both standard and unique communications systems design installation and concept of operations.
--Knowledge of the DoD and Air Force budgetary system/legal requirements and how they apply to planning and programming of communications systems.
--Ability to review, analyze, and resolve difficult and complex technical problems involving systems compatibility, both installation-wide and external interoperability, circuits, switches, distribution, satellite linkages, and networking.
--Ability to develop and apply policies, methods, procedures, and techniques in communications system design and installation to operating situations and problems resolution.
Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
