This position is located in Strategy & Performance Service, Contract Strategy & Support Division, Contract Services A Branch, ASP-410. Members of the Contract Services A Branch serves as Contracting Officer Representatives (CORs) and provide day-to-day administration support of AIT contracts, task orders, AIT enterprise services contracts, and FAA SAVES contracts. Other Branch A responsibilities include: working with the Contracting Officer (CO) on ratifications and changes to contracts, including Purchasing Requests (PRs) for new procurement requests and for incremental funding for existing contracts; providing assistance and oversight for the Project Manager’s development of the Statement of Work (SOW), Performance Work Statement (PWS), Statement of Objective (SOO), Independent Government Cost Estimate (IGCE), and IT Acquisition Requests (ITAR) which leads to a purchase or purchase request; works to evaluate and execute the optimal approach to the acquisition of IT goods and/or services at the best possible total cost of ownership; providing Contracting Officer Representative services relative to procurement of new efforts and administration of existing contracts for the Office of Information Technology (AIT). The incumbent serves as a Management and Financial Analyst in Branch A.
Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques or as a team leader to define and direct challenging projects/programs/activities. Shares responsibility for the performance of programs/projects that frequently affect more than one LOB/SO or the FAA as a whole.
Serves as an advisor to the Program Management Office, Project Managers and FAA executives concerning the acquisition planning and contractual procurement aspects of FAA Enterprise IT contracts. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems. Participates with Contracts in the development of market research effort, RFP, RFQ, SOW, PWS, and SOO documentation in support of procurement and contracting activities.
Assists with program funds budget entry and management and related functions of purchase requisitions and invoice creation and approvals.
Provides support, training and guidance to Level II CORs on work assignments when needed.
Provides advice to Program/Project Managers in identifying and prioritizing opportunities for utilizing IT acquisitions to achieve the goals of the Enterprise and provide recommendations to the Contracting Officer for contractual enhancements and modifications that will facilitate better work performance or clarify questions concerning specification changes.
Develops management presentations and briefings.
Communicates with all areas of the Enterprise that impacts the scope, budget, risk and resources of the work effort being managed.
Applies experience and expert knowledge that are applicable to his or her discipline to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.
Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.
