Serve as an IT Program Manager and contracting officer’s representative (COR) for the Emergency Operations Network (EON) program. Responsible for maintaining the integrity and operations capability of the system and the services it provides. Leads a team of highly technical contractors composed of network and system administrators, help desk specialist, security professionals, and applicant developers.
Provide leadership for highly complex and challenging activities under the minimal director of the manager. Applies technical knowledge of Information Technology, Software Development, Solutions Delivery, and Emergency Operations Network programs. Knowledge of new technologies and methodologies to solve complex problems and develop improved technical processes of systems.
Develop strategic plans to achieve the program’s mission objectives staying within the constraints of the assigned budget; evaluate the cost effectiveness against new equipment offerings when performing cost benefits analysis and developing life cycle cost estimates; develop program projections and funding forecasts to assure the timely implementation and maintenance of technology; and develop and implements life-cycle program controls.
Oversees and participates in the stages of software development to include customer requirements collection and validation, analysis, design, development, testing, implementation and maintenance.
Manages, monitors, and coordinates the program’s budget including the development and maintenance of a multi-year spending plan and justifying funding requests for F&E, Ops, and Activity-5 funds. Acquires and allocates resources to accomplish activities within established guidelines and budgetary requirements.
Manages, monitors, coordinates, and executes the programs acquisitions activities including the formulation of requirements, conducting market research, authoring statements of work, recommending sources, maintaining service and support contracts, tracking and preparing for equipment End-of-Life dates, and planning for the orderly and timely replacement of obsolete equipment and expiring contracts. Serves as the COR for the program acquisitions
Leads a team of support contractors who specialize in IT/Telecommunications and application development with the goal of improved customer service, program efficiency, and successful project execution; monitor and evaluate contractor performance; coordinate and development recommendations with other program managers to ensure the effective integration of the Division’s various networks and maximum utilizations of the Division’s limited resources.
Plans and oversees the execution of tests and exercises to ensure the program’s assets are operational and end-users trained. Evaluate and advise on the organization, methods, and procedures for delivering improved emergency communications and capabilities across diverse transmission modalities.
Promote the use of AXE-400 equipment and services, capturing requirements and feedback for potential integration with the program mission objectives. Interface and collaborate with various customers in addressing cross-organizational issues that arise to achieve organizational objectives. Develops strong relationships with stakeholders in order to promote effective collaboration during emergencies.
Defines, organizes and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities with established schedules. Represents the FAA as a senior technical point of contact on projects, programs, and other work activities. Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or more experienced technical specialist. Develops plans, techniques, and policies to address current or anticipated problems and issues.
Basic Requirement for Information Technology Specialist:

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
