A subject matter expert who provides leadership in coordinating major projects that crosses program lines. As the focal point for the Directorate's QMS Program, the incumbent is responsible for analysis, development, and implementation of operational projects and studies of major significance to the Directorate. Analyzes and evaluates organizational program accomplishments related to quality management, in order to identify any existing or potential problems areas, trends, significant accomplishments, merit, and deficiency situations within the assigned program/organization.
Independently performs studies and analyses of a complex and detailed nature, requiring knowledge of technical aspects of the assigned programs, e.g. quality management, internal and external communications, performance metrics and other administrative policies and procedures.
Applies an understanding of the objectives of the Directorate, program evaluation skills and measurement techniques in support of organizational program accomplishments related to assigned program area. Presents results of analysis and evaluation to executives and upper management for use in making recommended improvements and assuring efficiency, economy, and balance in the execution of assigned programs.
Often asked to develop new policies, procedures, and approaches that take into consideration FAA policies. Develops effective programs, plans, and procedures governing the operation and execution of all activities for assigned programs. Responsibilities include planning, designing, developing, and conducting a variety of independent and interdependent studies, and advising, coordinating, and assisting efforts to identify and assess existing or potential issues and problems relating to organizational programs. Identifies alternatives and coordinates proposals with operating officials.
Compiles, analyzes, and evaluates a variety of resource data in order to prepare reports, charts/graphs, status updates, or written analysis in support of program responsibilities. Identifies problems/issues and makes recommendations for solutions. Provides advanced automation support through the use of data processing equipment and applications such as PowerPoint, Excel, Word, Access, etc., to compose, enter, revise, calculate, retrieve data and otherwise produce various documents, correspondence and reports as required.
Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance to applications of policies and procedures. Establishes and maintains effective communication with the aviation industry, regions, centers, and other offices of FAA; and with other Government agencies in an effort to further the understanding, support, and coordination of the Directorate's programs.
Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Provides guidance to less-experienced professionals in the day-to-day operations/processes; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.
Applies technical knowledge of Quality Management System (QMS) and Internal Organization for Standardization (ISO) standards and practices to develop and maintain the organization's QMS and ISO certification. The incumbent is responsible for planning and executing a continually improving the Agency's QMS program to maintain ISO 9001: 2015 standards.
Demonstrates the ability to understand interrelationships between offices to consolidate and review comments and to achieve synthesis - resolving differences - between the teams and with the external audit authority. The incumbent is considered to be a QMS and ISO standards expert. As such, work is typically reviewed by the Directorate for success in achieving planned results, not technical merit.

TO QUALIFY AT THE FV-J (FG/GS-14/15) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE may include but is not limited to: Experience applying technical knowledge of Quality Management System (QMS) and Internal Organization for Standardization (ISO) standards; experience with compiling, analyzes, and evaluating a variety of resource data in order to prepare reports, charts/graphs, status updates, or written analysis in support of Directorate's goals and objectives.
