Performs complex, specialized air traffic control assignments.
Develops supporting material for the coordination and implementation of Air Traffic Organization (ATO) plans and procedures which support unified response and recovery efforts of the Joint Air Traffic Operations Command (JATOC) Crisis Action Team (J-CAT).
Supports synchronization and mutual support between whole of ATO response and recovery programs and operational efforts, contingency plans, other Air Navigation Services (ANS), and National Airspace System (NAS) resiliency activities.
Develops, coordinates, and operationally executes plans and procedures for the J-CAT, Airspace Access Response Cell (AARC), and Joint Forward Operations Response Teams (J-FORT), as well as, select JATOC, ATO and Watch Officer functions; includes the development and application of incident management and response related training.
Recommends new policies and develops procedures and approaches for addressing issues.
Develops and sustains operational programs with multiple stakeholders, both internal and external to the FAA, policies, plans, coordination, and implementation, operational and technical analyses, and program management.
Applies experience and expert technical knowledge of air traffic control procedures and operations as well as expert technical knowledge of the NAS.
Formulates requirements for the development of specialized automation platforms, such as the NAS Integrated Status Insight System (NISIS) and the ATO Crisis Incident Management System (ACIMS) to support ATO emergency response operations and other units and efforts.
Develops and conducts response and recovery exercises in various formats and scales, and carrying out post-event reviews and corrective action efforts.
Represents the FAA at the national level as the agency focal point for major projects or programs.
Recommends organizational positions on major programs and issues to agency management.
May have contact with the Homeland Security Exercise and Evaluation Program (HSEEP) or comparable military structured exercise programs in collaboration with DOD, U.S. Northern Command (USNORTHCOM), joint staff and State Emergency Management Agencies (SEMA).
Prepares and reviews reports or policies for internal and external distribution.
Builds, manages, and evaluates internal exercises and provides ATO input on external exercises that address the substantiate of ANS and NAS operations, as well as the provisions of ANS support to broader governmental, and private sector response and recovery efforts.
Leads coordinated after action reviews and the crafting of associated corrective action plans.
Accomplishes other duties related to the System Operations Security mission as assigned, including participating in the directorate's response efforts addressing natural disasters, as well as, maintaining compliance with Communications Security (COMSEC) rules and sustaining a specialized program for secure communications.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FG/GS-14/FV-J) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
