WHAT DOES A FUEL COMPLIANCE OFFICER DO? You will be responsible for enforcing and promoting compliance with fuel tax laws to ensure compliance within an assigned territory by using various methods, investigating techniques and procedures including collecting fuel samples for dye and/or fingerprint analysis, making referrals regarding potential non-compliance, inspecting fuel facilities/users/dye injector systems and reviewing related books and records. You must: Pass a medical examination prior to being appointed. You may also be required to undergo a periodic medical exam after employment to determine continued fitness for duty. The medical requirements for this position are listed below. General- The duties of this position require moderate physical, regular and reoccurring exertion involving walking, standing, climbing at maximum-four floors (4 stories) and lifting 10 to 30 pounds of weight. The duties will require exposure to outdoor weather, dirt, grime, grease, dust, high noise levels, spilled or leaking materials and toxic fuel additives/fumes. Manual dexterity is required to function sufficiently in order for applicants to perform the duties satisfactorily. Vision- Binocular vision is required. Corrected/uncorrected distant vision must test at least 20/40 in one eye; and 20/20 in the other eye. Near vision must be sufficient to read typewritten print. Normal depth perception and normal peripheral vision are required to recognize dangerous situations working in and around moving vehicles and heavy machinery. Ability to distinguish shades of color by color plate tests is required. Hearing- Acceptable hearing without use of a hearing aid is required. Hearing loss, as measured by an audiometer, must not exceed 30 decibels (A.S.A.) or equivalent (I.S.O.) in either ear in the 500, 1000, 2000 Hertz (Hz) ranges. Must be able to detect whispered speech at 15 feet in each ear. Must have sufficient hearing to recognize dangerous situations and maintain balance when climbing ladders or stairs while working in and around moving vehicles and heavy machinery. All the aforementioned medical and physical requirements must be met at the time of initial examination. Applicants failing to meet the requirements at the time of their initial examination will be considered ineligible for the position.

GS-07 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experiencefor this position includes: Knowledge of investigative techniques to conduct interviews, recognizing and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data; Knowledge of fuel sampling procedures. Knowledge of basic business practices and methods, such as record-keeping, to review business operations. OR You may substitute education for specialized experience as follows: One year of graduate level education at an accredited college or university in any field of study. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
GS-09 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. OR You may substitute education for specialized experience as follows: Master’s or equivalent graduate degree in a related field of study such as Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science , Geosciences, Political Science, Law Enforcement, or other fields related to the petroleum industry.
