The purpose of this position is to manage the state's C4 Systems Support program. The C4 systems include both the communications and computer systems required to implement the state command and control process and are the information exchange and decision support subsystems within the state total force Command and Control Support System. The incumbent serves as the principal staff officer and primary advisor to the Adjutant General and the Joint Chief of Staff for all matters pertaining to C4 systems which support the primary functions involving the collection, transportation, processing, dissemination and protection of information.
Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade/rank listed in the announcement. GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
IAWDODI 8140/8560, applicants should have CISSP or CISM or be able to obtain these certifications within six months of appointment. Failure to obtain CISSP or CISM could be cause for termination.

Area 1 - Permanent or Indefinite Military technicians currently employed with the New Hampshire National Guard. (This area includes New Hampshire National Guard AGR's who have USERRA rights back to a technician position).
Area 2 - Active Guard Reserve or temporary technician or M-Day Soldiers and Airmen currently serving in the New Hampshire National Guard.
Area 3 - Individuals eligible for immediate military membership in the New Hampshire National Guard as a military member in the military grade/rank listed in this announcement.
Individuals from Area 2 or Area 3 will serve a one year trial period and then convert to permanent status.
