Acts as a contributing specialist. Has experience and advanced knowledge in operations research, mathematics or statistics to be able to execute and control projects that represents an important segment of the Agency's operating programs or projects. He/she uses the experience in evaluating key technical processes and tools, such as: configuration management, technical performance measures tools and technical design tools to prepare an integrated Master Plan that reflects the tenants of total life-cycle system management. The incumbent applies experience with systems design and integration to clarify alternative concepts that efficiently meet mission capability gaps. Using advanced knowledge of performance-based logistics, he/she analyzes the product support elements and applies the concept of integrated product support in the formulation of the product support plan.
Using advanced knowledge of Acquisition Management System policies and processes, he/she formulates an acquisition and procurement strategy that includes an advanced contracting approach that incorporates a risk mitigation strategy. The incumbent applies experience using automated tracking systems such as Oracle and Delphi to analyze, test and assess programs according to FAA policy for financial planning, programing, budget development and execution. The incumbent correlates the relationship between the Acquisition Strategy and the Acquisition Plan.
Applies experience using advanced automated tools and financial systems, such as macros, pivot tables, advanced filtering, etc. to contributes to the creation of graphics and charts for inclusion in presentations to senior officials. Contributes to efforts to structure an effective requirements development and management effort that traces engineering and technical specification back to the user's system requirements. He/she may performs team leader functions over single or small work activities. Evaluates data resulting from applying mathematical or statistical tools, models, methods, and techniques. Analyzes data using probability statistics and trend analysis. Analyzes problems, identifies significant factors, and gathers and interprets pertinent data to determine alternative solutions. Uses established rules and procedures in order to recommend economic, effective and feasible solutions to meet project requirements and constraints. He/she provides guidance to junior technical staff on how to solve difficult technical issues.
Contacts are internal and external to the organization. He/she may act as a key technical point of contact for specific activities. Contributes to the preparation of management technical reports or contractual documents. He/she communicates the overall results of a product or work activity to senior management. He/she assist in preparing data to be used by senior analyst in constructing and presenting evaluation of a viable business case based on sound cost-benefit analysis and containing qualitative and quantitative decision criteria.
Although the incumbent uses considerable discretion when selecting approaches using established policies and procedures for most assignments, to develop solutions to technical issues by interpreting and extrapolating from past situations. He/she resolves technical problems and work issues without the intervention of a more experienced professional or manager. Identifies and informs management of problems that require their attention. Develops and recommends techniques to address problems and issues. The team manger typically reviews the work periodically at major milestones and at completion for technical compliance and alignments with the requirements of project and other work activities.
Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. BASIC REQUIREMENTS:
Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
Evaluation of Education:
The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis. In addition, some positions may require knowledge of a specific subject area.
Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Engineering (usually Industrial Engineering), Science, Economics, Mathematics, Statistics, or Management Science.
The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite. Courses in theory of probability and statistics are highly desirable, but are not specified as minimum educational requirements because to do so would possibly exclude some applicants who would otherwise be well qualified.
