This Supervisor provides management advisory service to the Chief Business Officer and acts on behalf of the Chief during any/all Absence. Provides staff service, advice, and guidance to management/supervisory levels in the business operations, principles, techniques and acceptable practices within the responsibility of the Business Office. Formulates, communicates and implements Business Office policy, and ensures the facility's business policies, systems, procedures, and practices are effective, efficient and economical in achieving program goals and objectives.
Assists in the direct program management of the Business Office, performing and/or overseeing the full range of supervisory/managerial responsibilities, human resources functions, program requirements, budgeting, procuring and training for overall operations within the service. Provides program management and personnel administration of Business Office. Management of these programs consists of varied functions and activities and requires staff members to meet the new and changing requirements based on the ever-changing Department Of Veterans Affairs' laws and regulations. Directs the program management for Business Office areas under their jurisdiction including matters involving staffing and recruitment, promotions, awards, position classification, training, disciplinary actions, etc.
Investigates employee complaints and implements or recommends appropriate action. Ensures that the sections/ departments adhere to reporting requirements at all levels. Develops status reports or response materials for the Business Office Chief's review as required for reply to higher-level management's attention, review or signature. Directs the development of personnel documentation and personnel actions for the assigned sections of the Business Office. Assures compliance to accuracy of patient demographics and patient insurance information. Provides expert advice to Chief on the needs of the sections that he/she provides oversight, i.e., program implementation and personnel activities.-Collaborates with the Chief in regards to budgeting, contracting and financial management. This includes budget formulation, justification, and execution; financial management; and financial reporting. Provides recommendations used to manage program and personnel on budgets and other finance issues. As advisor to the Chief, provides budget management for his/her sections and programs to insure the success of the programs. Exercises responsibility for budget formulation, presentation, and execution of program under his/her area of responsibility.-Maintains an awareness of the overall status of financial and personnel resources for his/her program areas in order to react to changing situations with timely recommendations to the Chief. Participates with Chief Business Officer in defending the budget before senior level management. Interacts and negotiates on adjustments or reprogramming in support of major program changes or requirements with other staff members of the Sheridan VA Health Care System. Provides for the administrative management for his/her area of responsibility. He/She is the technical expert on Business Office topics which may include application of state and local laws regarding health care, or the eligibility provisions established through VA directives. Coordinates the management of VA software packages, i.e. Scheduling Package, including the Electronic Wait List and Recall Reminder, which affects clinic access. Coordinates compliance certification of VA Directives to the VISN and Central Office.
