Due to the Pandemic, and individual states with different phases of reopening, the selectee’s report date to the official duty station/facility may be delayed until such time as employees are allowed to report to the workplace. The person selected may telework up to the maximum extent possible, up to and including full time, until it is safe to relocate.
Performs multiple, varying, and complex assignments and plans the implementation of projects/programs under limited direction of a manager, a project/program manager, or more experienced engineer. Applies experience and advanced knowledge of engineering principles, theories, and concepts applicable to his/her discipline to accomplish assignments and to develop plans and techniques to improve programs and policies. Assignments include the following:
Develops engineering designs and site adaptation of standard engineering designs. Conduct site surveys for facilities and systems, as well as develops and coordinates project scope, cost estimates, facility and NAS risk mitigation, project schedules, resource requirements, and project closeout for assigned projects.
Conducts engineering analysis and studies for establishment, sustainment and maintenance projects. Estimates, manages, and account for funding of assigned projects. Initiates, modifies, and assesses task orders work releases/contracts with TSSC, NISC, and others in response to changes in scope, performance and cost.
Reviews and approves contractor submittal. Interfaces with Logistics on contract award, contract modifications and materials acquisitions. Performs the full range of construction and/or installation activities including the conduct of daily operations, overall schedule reviews, drawing approvals, project coordination, safety and environmental requirements, and interfacing with Logistics on contract award, contract modifications and material acquisitions.
Performs the full range of COR/TOR duties for implementation construction and installation activities. Accountable for ensuring conformance with established FAA regulations, policies, and procedures.
Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents, and may be called upon to communicate the overall results of a project of work activity to FAA management, the aviation and aerospace industries, and other external parties.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Provides recommendations to improve work processes. Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Identifies and informs management of problems that require their attention.
Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB's,/SO's. ln some areas, the work may affect the safety and security of customers.
EDUCATION REQUIREMENT: A. DEGREE. Completion of a 4 year engineering professional curriculum in an accredited college or university. The curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. FOREIGN EDUCATION: If degree was obtained in a foreign institution, must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. Educational Institution in terms of equivalent to a degree acquired at an American college or university.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-11 in the Federal Service. Examples of qualifying specialized experience include but are not limited to:
Professional engineering knowledge and skill in applying advanced theories, concepts and principles practiced in the science of electronics engineering sufficient to conduct site surveys to ascertain terrain and other physical conditions which have a bearing on electronic instrumentation and test facilities. Experience with field implementation of electronics equipment and site adaptation for local conditions; experience initiating, modifying, and assessing task orders/work releases/contracts with others in response to changes in scope, performance, and cost.
