WHAT DOES A FACILITY OPERATIONS SPECIALIST (MAINTENANCE SERVICES) DO? As a Facility Operations Specialist, you are responsible for assisting in the planning and implementing of assigned maintenance projects for the Agency’s business units. In the position, you will review and monitor the work of contractors on commercial building systems for energy, lighting, mechanical, computerized maintenance, uninterruptible power supplies, irrigation and other energy systems to ensure proper functioning and optimal usage. You will also observe and report any non-compliance associated with contract obligations and justify maintenance service needs in the contract budget.

You must meet the following requirements by the closing date of this announcement:
GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:
• Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. OR;
• Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. OR;
• Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
In addition to the above, your experience must have demonstrated knowledge of and skill in applying a range of concepts, practices, regulations, and policies associated with maintenance services programs. Experience using knowledge of state and local Hazardous Materials rules and regulations as provided by Environmental Protection Agency (EPA), OSHA (Occupational Safety and Health Act), and local Environmental Departments in order to determine the proper removal and clean up situation required when Hazardous Material are identified; Experience using analytical and evaluative techniques, both qualitative and quantitative, sufficient to identify support services problems and issues; Experience assisting with contract administration sufficient to identify problem areas/trends, to ensure contract conditions are met; Experience using knowledge of programs including word processing, spreadsheets and data base applications such as Computerized Maintenance Management System (CMMS ) to prepare documents, input data, compile and generate reports. OR;
You may substitute education for specialized experience as follows: Master’s or equivalent graduate degree in engineering, industrial arts, property management, or business administration. OR;
Two full years of progressively higher level graduate education leading to a master’s degree in engineering, industrial arts, property management, or business administration. OR;
LL.B. or J.D., if related. OR;
A combination of qualifying graduate education and experience equivalent to the amount required.

Experience using analytical and evaluative techniques, both qualitative and quantitative, sufficient to identify, evaluate, and recommend modifications to work methods; Experience using contract administration methods and techniques sufficient to interpret and monitor established contracts, to identify problem areas/trends, recommend modifications to increase efficiency and effectiveness and ensure contract terms and conditions are met; Experience using knowledge of various automated systems and software programs such as: Building Automation System (BAS), Computerized Maintenance Management System (CMMS), MS Word, Excel, Project Management, Computer Assisted Design (CAD), etc. in order to manage and carryout various program assignments. OR;
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree in engineering, industrial arts, property management, or business administration. OR;
