WHAT IS THE OFFICE OF THE CHIEF PROCUREMENT OFFICER DIVISION? The Office of the Chief Procurement Officer provides acquisition services for IRS Business Units, Treasury Bureaus, and Treasury Departmental Offices. We support the acquisition life-cycle from planning, contract award, management and closeout. Our goal is to help create agile and innovative best value contract solutions to ensure the IRS meets its mission.
WHAT DOES A FRONT LINE MANAGER DO? As a Front Line Manager, first level supervisor, you will be responsible for assigning, directing, and reviewing the work of subordinate employees. You will use your leadership skills and management techniques for planning, scheduling, and coordinating work operations, planning and carrying out the training and development of employees, evaluating employees' work performance, and in performing all other related administrative functions. Generally, you will direct the work operations of subordinates performing administrative, complex clerical, technical and/or work comparable in nature. The functions, activities, and services provided may have limited geographic coverage and support activities within specific agency program segments.

POSITIVE EDUCATIONAL REQUIREMENTS:
You must have a 4-year course of study leading to a Bachelor's Degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND
TRAINING REQUIREMENTS:
Completed all Level 1 and 2 mandatory training courses as prescribed by the head of the agency. OR
A FAC-C Level 2 or 3 Certificate AND a copy of a Continuous Learning Achievement Certificate if certification was not issued within the last 2 years. OR
A DAWIA Level 2 or 3 Certificate in Contracting by any Department of Defense component and the appropriate continuous learning history to demonstrate validity and currency of their DAWIA certification. (Defense Acquisition Workforce members must acquire 80 Continuous Learning Points (CLP) every two years from the date of entry into the acquisition workforce for as long as the member remains in an acquisition position.)
BASIC EXPERIENCE REQUIREMENTS:
At least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade unless granted a waiver under the paragraph below.
BASIC REQUIREMENTS (FRONT LINE MANAGER): You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate:
-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
-To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
