Serves as an expert senior-level technical expert in data science to support the Patents business unit, the USPTO, and the international IP community in the collection and analysis of international patent data. The individual selected for this position will perform the following duties:

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. Basic Requirements:
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
In addition to the above basic requirements, you must meet the specialized experience for this position.
Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.
Specialized experience for this position includes: applying data science and data analytics techniques to extract information from datasets; applying data mining, data modeling, natural language processing, and machine learning to extract and analyze information from large structured and unstructured datasets; and visualize, interpret, and report data findings.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. This position is located in the International Patent Business Solutions (IPBS) division of the Office of International Patent Cooperation (OIPC), which is part of the Patents business unit of the U.S. Patent and Trademark Office (USPTO). The Commissioner for Patents manages and directs all aspects of the Patents business unit’s mission, including patent examination operations, examination policy, patent quality management, international patent cooperation, resources and planning, and budget administration. The core mission involves examining patent applications to determine their patentability and preparing preliminary examination reports for international applications filed under the Patent Cooperation Treaty. The Deputy Commissioner (DC) who leads OIPC, serves under the general administrative direction of the Commissioner for Patents and is responsible for providing strategic development and implementation of many highly complex and cross-cutting international initiatives intended to improve and provide new efficiencies as well as quality enhancements to the international patent prosecution system.
