WHO IS GENERAL LEGAL SERVICES? The Office of Chief Counsel, General Legal Services (GLS) employs approximately 65 attorneys and 6 paralegals. Work in the GLS Area Counsel field offices is focused on providing advice, support, and litigation representation for IRS and Chief Counsel management in administrative forums and in arbitration, with the majority of case work centering on labor, EEO, and personnel law. The field offices also provide assistance to the Department of Justice in federal courts on such matters, as well as for suits against IRS employees, and may assist with processing claims under the Federal Tort Claims Act.

TYPING PROFICIENCY:
A typing proficiency of 40 words per minute with no more than three errors is required. Proof of an acceptable typing speed must be submitted with the application in one of the following ways: a current notice of test results (from an appropriate testing authority) based on a five-minute typing test which includes words per minute and error rate ; or you may self-certify by indicating typing speed on application.
OFFICE AUTOMATION SKILLS:
This position requires office automation skills. Some examples of office automation software include electronic spreadsheets, database management, desktop publishing, electronic calendar, and electronic mail.
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the grade level in the Federal service as indicated below:
GS-09: You must have one year of specialized experience equivalent to the GS-08 grade level in the Federal Service. Specialized experience for this position includes experience serving as a liaison between executives and subordinate offices; coordinating support functions such as office moves, ordering supplies, and files management; performing timekeeping data entry and analysis in a government or private sector equivalent payroll system; retrieving reports and data from government or private sector equivalent databases; and preparing and entering voucher and travel authorization into government or private sector equivalent travel systems.
The experience may have been gained in the public, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Rating: Your application will be evaluated in the following areas: 1) Knowledge of the mission and functions of the Office of the Chief Counsel and the substantive programs of the Associate Chief Counsel (General Legal Services) as they relate to Counsel's clerical and administrative functions; 2) Knowledge of administrative concepts and practices sufficient to enable the incumbent to recommend changes in administrative policies, devise and implement procedures and office practices affecting subordinate offices and foresee administrative problems and requirements; 3)Knowledge of all the procedural rules, regulations and automated systems (e.g., Case-MIS, GovTrip and designated payroll systems); 4)Knowledge of time keeping and leave guidelines, policies, procedures and practices; and 5)Skill in advising and instructing support staff within GLS concerning directive, reports, correspondence and other clerical procedures and acting as a liaison with the Office’s executives.
