The Deputy Strategic Planner will serve in the Planning Section of SCRIPT Service reporting to the Chief Strategy Officer (CSO) as well as Office of the Director at the Battle Creek VAMC. The Deputy Strategic Planner provides expert advice and guidance on both operational and strategic issues involving a complex and ever-changing local, state, and national health care environment. The Strategic Planning section of SCRIPT Service supports the management information needs for both the VAAAHS, BCVA, and Michigan Market Executive Leaders and supports the strategic planning activities of Veterans Integrated Services Network (VISN) 10.
The Deputy Strategic Planner functions with a high degree of autonomy, independently initiating projects/studies and providing key staff support to Medical Center Directors in both locations for a broad range of complex planning and budgetary issues related to the operations of a health care system. The prime objective of the Deputy Strategic Planner is the development and furtherance of a sound facility and market based strategic plan. Service level tactical plans support the market-based approach to the overarching strategic plan; the Deputy Strategic Planner works directly with Service Chiefs to develop tactical plans that are synchronized across the both facilities including the multiple CBOC's within the market.
After plan development, the Deputy Strategic Planner ensure Boards and Committees use the facility level strategic plan as a reference document and decision-making resource. The Deputy Strategic Planner manages or participates in substantive projects and studies in the area of health care management and organization, ensuring that outcomes support medical center, VISN 10 and VHA goals and priorities. Through findings and recommendations, the incumbent provides significant, substantive input to development of medical center, market based, and VISN policy.
The incumbent must possess a comprehensive knowledge of health care management principles, health care delivery systems, and the VA policies and procedures governing the operation of medical centers.
The incumbent must be knowledgeable and proficient in both long-and short-range planning as applicable to a complex health care delivery system.
The incumbent must possess knowledge of VA resource allocation methodology as well as new advances in resource allocation.
The incumbent must possess analytical skills, Geospatial mapping skills, including statistical techniques.
Highly developed skill in applying advanced qualitative and quantitative techniques to collect
analyze, plan, organize, develop, coordinate, integrate, and interpret a wide variety of data and reporting results in a concise, usable manner.
Knowledge and understanding of their relationship between capital planning, clinical program development, resource management, consumer affairs, and internal/external review? programs; and their relationship to project planning to advise the facility executive leadership on comprehensive management/planning issues.
Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns procedures for administering program service, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations.
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Medical Center. May be required to work some evenings and weekends.
