Incumbent serves as a senior specialist at the William J. Hughes Technical Center (WJHTC). Works with National Airspace System (NAS) software systems, applying technical automation and air traffic familiarization to resolve software problems, create and maintain the adaptation database and provide direct support to the Field Automation Support Team in the Field.
The specialist is responsible for providing oversight and analysis of all facets of the automation systems related to Air Traffic Control (ATC) activity used in NAS operations. He/She performs required research to identify, analyze, and resolve operational automation discrepancies. The specialist develops, maintains, tests, and modifies the adaptation database to assure that maximum effectiveness is achieved and that data is processed in a precise and timely manner.
Incumbent coordinates with staff at local and other facilities regarding automation decisions and activities that affect operations. The specialist communicates with other Second Level Engineering (SLE) representatives to manage software and adaptation requirements and to support second level support activities. The specialist coordinates air traffic software adaptation changes and requirements with multiple air traffic control facilities, military base operations, airlines and international air traffic control organizations.
Provides guidance to lower-level staff to address diverse, complex issues impacting the aviation/transportation industry. Works with managers advising on the development of guidelines and standards and prepares points of view used in forecasting trends and formulating policy. Develops plans. techniques, and policies to address current or anticipated problems and issues. Works with management to jointly solve problems. Provides policy guidance and instruction to others. both internally and externally.
Often serves as project manager or team leader planning, coordinating, and conducting projects and studies. Is responsible for developing, integrating, and implementing solutions to diverse, complex problems.
Analyzes trends, identifies problems and those factors most likely to impact operating costs, profitability, and continued compliance with regulatory requirements.
Proposes preventive actions and methods for ensuring FAA policies and practices align with emerging changes to transportation industry operations. May participate in the development of recommendations for new and innovative approaches to supplement broad policies and objectives that are only indirectly applicable to emerging transportation issues.
Typically exercises direct responsibility for completing tasking as part of the management of large, complex projects or programs. Identities quality data sources for use in analyzing issues and assessing the impact of regulatory changes and proposing rulemaking changes/initiatives.
Plays a lead role drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.
Undertakes extensive analysis to conduct studies and prepare reports addressing complex transportation industry problems.
Formulates recommendations, policies, or plans to solve problems or to interpret conditions. Prepares, reviews. and may approve organizational repo11s or policies for internal and external distribution.
