ALL US CITIZENS DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.205) for this occupation.
Employees covered under this position description supervise, operate, and maintain the Power Boilers and associated digital controls, motor control centers, pumps, blowdown systems, deaerators, condensate tanks, traps, gas and oil fuel systems, Combined Heat and Power (CHP) (Cogeneration) equipment, and associated valves, piping, gauges, meters, and other appurtenances associated with the Manchester VAMC Boiler Plant. The primary equipment within the plant consists of three High Pressure (>15 psi) steam Power Boilers. The plant provides steam that is essential to the operation of the VAMC, without which it is impossible to provide patient care services from the facility.
The position operates a cogeneration Combined Heat and Power system that uses waste heat from a prime power electrical generator within the Plant to assist with steam production while providing electric power into the local public grid. This is highly complex equipment with significant safety and pollution control implications that the Operator must oversee, to include responding to complete or partial failures and alarms. The Operator makes decisions that require applying the theory of operation of the equipment to maintain efficient, safe, and cost-effective electric and steam generation while limiting pollution. The CHP uses catalytic pollution control systems, not only to control pollution, but as an integral part of its waste heat capture process. In addition to the catalytic pollution controls, the equipment also captures and reuses waste heat from the jacket cooling water, turbocharger intercooler, and direct exhaust heat exchange. They use a variety of analog, digital, and computer-based systems to measure and interpret multiple system operating parameters. Values they typically measure and interpret include temperatures, pressures, Voltage, current, frequency, flow, logical true-false and on-off, concentrations, conductivity, and opacity among others. Operators adjust controls directly and indirectly, either manually or remotely, using switches, valves, complex control panels, and via PC computer screen-based inputs. They operate manual, motorized, and pneumatic systems.
Work Schedule: Varies dependent on mission needs to include Night Shift (7pm - 7am) with possible rotating shifts including holidays and weekends.

Physical Requirements/Working Conditions: The "Operator in Charge" frequently works in confined areas in and around boilers and support equipment (i.e., auxiliary and pollution control equipment). The work requires moderate to strenuous effort and long periods of walking, standing, climbing, bending, and crouching. The Operator frequently lifts and carries boiler parts and chemical supplies weighing up to 18 kilograms (40 pounds) unassisted and occasionally items weighing over 18 kilograms (40 pounds) with assistance of other workers or weight handling equipment. The Operator also spends considerable time operating a PC type computer to monitor and control boiler equipment from an office setting. They must have manual dexterity to write and operate controls and the ability to read written instructions, meters, gauges, flow charts, prints, and other graphical information. The "Operator in Charge" works indoors and occasionally works outside for short periods where they are subject to prevailing weather conditions. Operators are subject to high temperatures, constant noise, rotating machinery, soot, dirt, grease, chemicals, oil, and fumes in the work area. Boiler Plant Operators at this level are subject to cuts and abrasions from the use of tools and equipment and burns from acids, caustics, hot water, steam, and contact with piping and boilers. In addition, they work on catwalks and ladders. The work can lead to serious and life-threatening injury if the Operator fails to follow safety guidelines and protocols. There is potential exposure to substances, such as lead, asbestos, solvents, and adhesives that are known to be hazardous to human health. The Boiler Plant Operator routinely uses Personal Protective Equipment, such as surgical masks, fume and dust masks, hearing protection, eye protection, and other devices necessary to preserve their health and safety.
