Designs and develops solutions for web pages, sites, and services within the public and private web sites for Business & Support Services, MCCS. Collects and defines user requirements, designs technical site plans, test plans, database use, layouts, navigation and other technical specifications. Develops site functionality, features, navigation, user interface, backend connectivity, access, security and change management utilizing specified web development tools. Plans and performs web development tasks to include programming, integration of reusable code and database; conducts job estimates; implements quality control measures. Incorporates text, graphics, pictures, objects, video, sounds, and all required media enhanced effects as required. Conducts site maintenance, troubleshooting and problem solving. Maintains high level of proficiency with prescribed development tools and products. Conducts research for web design and development, to include tools and technologies, and makes recommendations. Collaborates with the customer, other web developers, web designers, web administrator, application developers, database designers and other technical staff as appropriate to deliver web-based products and services.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs. Develops long-range plans in conjunction with internal operating directives. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
MCCS has a process that partners IT with Business Functions. This position in the organization could be part of the process therefore the individual could have the overall responsibility to serve as a strategic interface with particular areas of the business. During this process, this individual would be responsible for Business Case Development, New Solution Research and Evaluation and collaboration across IT and business functions on research, initiatives and risk profiling, IT architecture, solutions roadmaps and other areas as designated.
EVALUATIONS:
MINIMUM QUALIFICATIONS: Bachelor’s degree in Computer Science, Information Technology, or related field and four years ASP.NET / C# web application development experience, leveraging modern web standards such as HTML5, CSS3 and client side development in JavaScript or any JavaScript framework. Or an appropriate combination of education and experience that demonstrates possession of knowledge, skills and ability equivalent to that gained above. Both Web Forms and MVC experience will be considered. Experience with third party .NET UI control products such as Telerik or DevExpress is highly desirable.
Experience with one of the following areas is a plus.
SharePoint – knowledge of SharePoint 2010/2013 to include administration and development. Through understanding of SharePoint architecture to include farm topology, managed paths, site collections, and other related topics. Candidates should be familiar with SharePoint taxonomy, metadata, content management, collaboration, custom web part development, reporting, and search services. Planning and implementing SharePoint disaster recovery solutions will be required.
ColdFusion – experience in developing and maintaining ColdFusion applications. Working knowledge of Fusebox or related ColdFusion frameworks is highly desirable.
This position has been designated as a position of trust. The incumbent must be eligible for an Access National Agency Check and Inquiries (ANACI/ Tier 3) background investigation to satisfy IT Level II designation.
